We Provide rides to the center, trips, shopping and other excursions.
ECTC is contracted by the towns of Bozrah and Franklin to provide handicap accessible transportation to individuals 60 years of age or older who reside in these towns. The service operates between the hours of 8:30am and 4:30pm and provides transportation to nutrition sites, centers, shopping , and other excursions. There is no fare charged to the rider, however,
donations are accepted and used to offset the cost of the service.

We offer Dial a ride services and milage reimbursments for family and friends who do drive you to your appointments. Both programs require an application to be filled out and processed. You can find the Dial a ride brochure and forms below.

T.V.C.C.A. serves residents in the following communities: Bozrah, Colchester, East Lyme, Franklin, Griswold, Groton, Jewett City, Lebanon, Ledyard, Lisbon, Lyme, Montville, New London, North Stonington, Norwich,Old Lyme, Preston, Salem, Sprague, Stonington, Voluntown, and Waterford.
Applications and Certification period for our program will begin September 1st.
IMPORTANT DATES!
November 1, 2023 – First day for Fuel Deliveries that can be paid by the program.
April 1, 2024 – Deadline for Fuel Authorizations or deliveries.
May 31, 2024 – The last day that a household can apply to establish its eligibility for benefits.
June 17, 2024 – last day to submit deliverable fuel bills.
IMPORTANT INFORMATION!
Categorical Eligibility:
Any household that is responsible for the heating costs with an individual who receives Cash Assistance (TFA, State Supplement, Refugee Cash), or Supplemental Security Income will be eligible for a Level 1 CEAP Benefit.
Any household that is responsible for heating costs and has a household member that receives a SNAP benefit will be eligible for a Level 2 CEAP Benefit.
Rental Assistance:
Rental Assistance Benefits are available to those households who do not make direct-to-vendor payments for their primary source of heat and have annual gross incomes up to 60% of state median income. boarders are not eligible to receive Rental Assistance Benefits.
Liquid Assets/ Bank Statements:
There will be no liquid asset test for the 2022-2023 Energy season. TVCCA no longer will require bank statements to be submitted as part of the Energy Assistance Application.
Income:
Applicants may establish their income eligibility by providing income verification from a period of 4 consecutive weeks within the 3 months prior to the client’s application date.
Meals are delivered to the home Monday through Friday with frozen meals provided for weekends. Some towns may vary on delivery days. Meals provided are nutritionally balanced and within the guidelines of a no-added-salt and no-added-sugar diet.
Homebound elderly, aged 60 years or more who require home delivered meals due to medical necessity or social isolation.
Must be unable to access one of the Community Cafes.
Spouses and dependent children may also qualify.
Registration completed by program staff upon referral from physician, VNA, discharge planners, social workers, family, neighbors, or self. Client assessments conducted by Nutrition Assessors from Senior Resources Agency on Aging.
Data needed include: basic demographic information, plus last 4 digits of Social Security number, medical information, length of need for service, and secondary contact numbers.
