By Capping the Santa Ana River in Partial Shade we can lower the water tempeartures both lowering the temperature for citizens locally as well as making the water more condusive to endangered fish breeding.

This will likely be a very tall project and a very deep one. We will have waterfalls on all sides, while ensuring proper flood control safety. Might as well put in a bunch of waterslides too if we're going to have waterfalls.
