The Little League rulebook does not include parents and spectators not in the field of play in the list of those people that the umpire has authority over. Rule 9.01g suggests that the game be suspended until such time that a league official deals with unruly spectators. However, Little League as an organization holds parents and spectators to the same standards as players and encourages leagues to have a Code of Conduct to address the discipline of parents and spectators. Our Code of Conduct says:
Any official, board member, manager, coach, player, or spectator in violation of any of the following, shall be subject to temporary or permanent disciplinary action, up to and including expulsion, of any of the following:
M. Challenge an umpire’s authority. The umpires shall have the authority and discretion during a game to penalize the offender according to the infraction up to and including expulsion from the game.
Note, District 2 has generally taken the position to ignore parents and spectators. That is not our league's policy. Our Code of Conduct supersedes the district and in this respect.
Warning
Suspension of Play (9.01g)
order both teams to their dugouts and suspend play until a league official deals with unruly spectators
Ejection (9.01e
For unsportsmanlike conduct, language, or objecting to the decisions of the umpire. (9.01d)
For the use of illegal equipment, the manager and player involved will be ejected. (3.01) Note, you may remove illegal equipment from the game prior to use to avoid such a harsh punishment.
Illegal bats (6.06d)
If the batter fully enters the batters box with an illegal bat or is discovered having used an illegal bat prior to the next player entering the batter's box, the batter is out and runners must return if they advanced on the player. Note, the defensive manager has the option to take this penalty or the result of the play.
For intentionally pitching at a batter after being given a warning (8.02c)
Once ejected, that individual(s) must leave the field and may not sit in the stands. An ejected manager or coach may not be present at the game site for the remainder of the game. (4.07)
Any manager, coach, or player ejected from a game is suspended for his or her team's next physically played game and may not be in attendance at the game site. This includes pregame and postgame activities. (4.07)
Any disciplinary actions of note and all ejections need to be reported to the league president (report it to the UIC and the UIC will report to the president) within 24 hours. Guilty parties will then need to meet with no less than three Board members (9.05c). That committee will evaluate if the FLL Code of Conduct (ByLaws, Section 8) have been violated. If it has, then the issue needs to be brought before the FLL Board. If the Code of Conduct wasn't violated, then additional disciplinary action is at the sole discretion of the FLL President.
