0 = None, seems same as Neutral
1 = Allied --> Your enemy is my enemy ?
2 = Friendly --> I let you go through my country and air space
3 = Neutral --> ?
4 = Hostile --> I will not attack you but I will not let you cross my border or get to close to my units
5 = At War --> I going to attack you
Team ID in Campaign.
Values (in KTO) :
0 = None / Neutral
1 = US
2 = ROK
3 = Japan
4 = CIS/Russia
5 = PRC/China
6 = DPRK
7 = NATO
