Eugene leads the lab and serves as the Coastal Economic Specialist at the University of Georgia Marine Extension and Georgia Sea Grant. He previously worked as a postdoctoral research associate at the University of Maryland, College Park. He earned a Ph.D. in Coastal Resources Management (Economics Track) from East Carolina University, an M.S. in Agricultural Economics from Mississippi State University, and a B.A. in Economics from the University of Cape Coast, Ghana.
