Over the past decade, Bangladesh has made significant advancements in enhancing power-generation capacity with the aim of achieving universal access to electricity. Despite officially declaring universal access in 2022, the country confronts several formidable challenges, including issues of overcapacity, a growing dependence on imported fossil fuels, escalating electricity expenses, and the occurrence of load shedding. While renewable energy sources like solar and wind exhibit notable competitiveness in comparison to fossil fuels, Bangladesh's success in the realm of renewable energy has been constrained. The recent price volatility of fossil fuels, exacerbated by the Ukraine crisis, underscores the imperative for Bangladesh to pivot toward renewable energy to curtail its dependence on imported liquefied natural gas (LNG) and other fossil fuels. Nevertheless, there exists an information asymmetry concerning the full potential of renewable energy, as well as uncertainties related to financing instruments and applicable interest rates for loans.
However, achieving the renewable energy target of 40% by 2041, outlined in the draft Mujib Climate Prosperity Plan, necessitates the identification of suitable land for large-scale renewable energy projects. To facilitate this, comprehensive land resource mapping is crucial, prompting the government to explore the potential use of available spaces in planned economic zones and islands. In conjunction with these initiatives, implementing policy-level interventions becomes imperative. These interventions include the formulation of a renewable energy action plan, the gradual phase-out of inefficient, idle, and costly power plants, the elimination of duties on imported inverters, addressing financing challenges, the introduction of competitive auction mechanisms, ensuring grid stability, and the establishment of well-equipped testing laboratories for renewable energy equipment. These concerted efforts are essential to expedite the advancement and promotion of renewable energy in line with the stipulated targets.
