LoTI was developed by Dr. Chris Moersch in 1994. The LoTI framework focuses on the balance between instruction, assessment, and the effective use of digital resources to promote higher order thinking, engaged student learning, and authentic assessment practices in the classroom, all vital characteristics of digital age teaching and learning.
When LoTi was first introduced (1994) as the Levels of Technology Implementation framework, the intent was to create a tool to help district leaders evaluate how teachers were using technology in the classroom.
However, with the emergence of the new ISTE Standards for Teachers, the framework was refreshed and thus became the Levels of Teaching Innovation framework.

Along with the LoTi framework comes the LoTi Digital-Age Survey and the LoTi Sniff Test. The survey provides classroom teachers with a snapshot of their LoTi levels as well as a personalized professional development profile aligned to the ISTE Standards for Teachers. The sniff test provides classroom observers with a tool to identify how technology aligns to instructional practices.
