All the people in Ebbing Labyrinth are gijinka or anthros of existing Pokémon, with the latter being more uncommon. Regardless of appearance, they are considered human.
There has been question between what exactly marks the divide between Pokémon and humans. Some propose humans and Pokémon used to be one and the same. Others say humans were entirely separate from Pokémon, only to be blessed with their powers to survive alongside them.
Further muddying the waters is the presence of "Legendaries."
Pokémon (or humans) called Legendaries and Mythicals interchangeably are heralded as divine, though to differing degrees.
Those who are "Major" Legendary Pokémon are said to be ageless, larger than life beings who play large parts in the world while rarely creating kin of their own. Meanwhile those who are "Lesser" are simply slow to age and last for centuries, their powers below the Majors, but still higher than the commonfolk they intermingle with.
Both types of Legendaries have the special trait of being able to transform into a Pokémon and human form. This fluidity and their overall power has led to most regarding Legendaries as deities, with Majors being gods and Lessers being demi-gods.
Many humans have taken to working hand and hand with Pokémon since existing within the same world for millenniums. Most walk alongside them, some only temporarily, others a long-term partnership. Contraptions called Poké Balls have been around for a while, but only recently the cultivation of the apricorns they're made of has been made more widespread. This has made the transportation and taming of Pokémon easier, leading to some traveling further to search for Pokémon that might better suit their needs.
But there are also humans who steer clear of Pokémon, seeing them as too dangerous and unpredictable to come into regular contact.
For humans who take after Ghost type Pokémon, there is those who are naturally born with those traits as well as rare cases where those who've died come back in said form. In the case of the latter, the species they take on as a Ghost type isn't necessarily related to what they used to be.
How those who've turned into Ghosts are treated vary from place to place, but in areas with more dense populations they're well known.
There are humans whose body type falls outside the norms of what's considered humanoid. People with lower halves which seem replaced with the body of the Pokémon they resemble.
Those who take after Pokémon of the land, sky, and sea alike have showed up with this trait with varying mobility. It's currently unknown if there's a particular cause for this in common folk, not helped by how rarely it shows up.
In regards to the aquatic humans with this trait specifically, not all of them inherit the ability to breathe water.
