The demonym "Scavenger" used to refer to people who were surviving in the wild, but after the generators on EDEN-227 collapsed, most people evacuated, with the exclusion of criminals, and that is the new usage for the term "Scavenger", usually clipped to just "Scav". Although there may be different factions for Scavengers, Yosef holds them to his power by complete fear and sheer power.
Melee Scavengers are the first enemies one will most likely fight in the eternal winter, and they're extremely easy to deal with if you know how to parry their first attack, the rest being easy to learn. However, shortly before there was a new UMG CEO swapped in, these Scavengers have been seen with newer weapons, and there's a more dense population of these.
Lead Pipe Scavs are the easiest to fight, hence why they're the lowest of the Hierarchy, due to their lack of experience, excessive overconfidence and ignorance, which made them easy to deal with, even for a new Agent.
Although Crowbar Scavs are as dumb as Pipe Scavs, they've learned to actually use blunts rather than just mindlessly swinging them like a brute. This is usually considered as a Scav's beginning to climb the ranks, and their wins prove a heavy potential to climb higher.
Though not the best at combat, they still know how to wield a blade, but they're usually considered as one of the weaker Scavs due to their fragile builds, however they're more dangerous than those who wield blunts as a blade can kill easier than a blunt upon contact.
Ice Pick Scavs aren't too different from Pipe Scavs, but a distinction noted first is that they're one of the Scavengers who are assigned to go on Scavenging Runs, hence their gasmasks which allows them to endure the Storms for an hour or two.
Additionally, rare recordings of these Scavs were shown to be extremely aggressive and much more competent in combat than the usual you'd see. It's unknown why, but the similarities between their and standard Agent techniques caused a theory that Rogue Agents after the Fifth Agent Wave are the reason behind this, disguising as Scavengers to catch Agents offguard.
Boar Spear Scavs are ones chosen to hunt down Novice Agents, usually known to be naive and unaware. Though, the only ways they know to effectively use a Boar Spear is to use thrusts, which take a while to windup. Additionally, they don't injure as easily due to the blade intentionally being designed to not penetrate too much.
Due to this heavy flaw, Boar Spear Scavs are seen as one of the weaker units of the Hierarchy, much like the PIpe Scavs.
Cleaver Scavengers were usually civilians before the Collapse of EDEN-227's Generators, much like many other Scav variants. During Evacuation Orders were called, riots sometimes poured in 1 or 2 times a week, ending after the second month of Evacuations.
However, Cleaver Scavs used to be hunters, butchering down animals that surprisingly lived on EDEN-227, although we don't see them as much now. After Evacuation Orders ended, a few of these hunters were trapped on this hell of a planet. Most of them remained as hunters, while some resorted to sacrificing their own dignity for cannibalism.
These Scavs are seen as former player of Baseball, their careers forcing them to react faster than other beings, so they've learned to parry and dish out heavy strikes as if a skull was just a ball of foam, treating their fights as if they were days of their glory.
The basic Hammer Scav is one who learned to construct before the collapse of the generators, and these Scavs are one of the many examples of those who were left behind and blocked off from evacuation, working as Construction Workers, but they're now assigned to construct Shelters, or key buildings like sniper towers, expanding camps, or better fortifications.
However, when alone Scavenging for materials to use for building, they were sometimes attacked by enemy factions, most of them never making it out alive. Due to the refusal of firearms being distributed to them, they improvised ways and found out how lethal using a large nail can be in a fight.
Tomahawk Scavs are one of the first Axe Scavs known to exist. Unlike all the other Inferior ones, those who wield an axe were known to be fearless and disciplined, much like Agents. While they don't clean their blades most of the time, it just shows how brutal one can be if approached without caution.
Although the winter made farming harder, people eventually found ways to work around it with a better temperature to assist the farms grow. However, as soon as the generators collapsed, not only did agriculture become impossible, but farmers became desperate and resorted to brute violence.
Sledgehammer Scavs, Sledger or SledgeScav are one of the more dangerous melee units you can encounter in the eternal winter. Not only did they lose their morality, but they've completely lost their humanity, doing more than harm to live even just another minute. Their basic armor allows them to withstand a few more bullets and especially if shot in the helmet, and they can take down their opponents before they bleed to death.
Unlike their creative and peaceful counterparts, the Sledgehammer Scavs have become bloodthirsty and are chosen on missions to take down key buildings for the rest of the units to storm in.
Sledgehammer Scavengers are known as the Emblems of Destruction.
Most of the other Scavs see these ones as dangerous threats, and they are feared for the right reasons, as they're former Police Officers, usually lower ranked units.
During the Evacuation Orders, the law was fighting back against both riots and criminals, especially because they were put on duty 24/7 and were commanded to just shoot down any criminals they see, even if they only have a minor offense in their record or have served out their sentence. Though it was rare for said criminals to be evacuated as well, it would always result in them being forbidden from fighting back with a lawyer, and would be sentenced to either death row or be executed immediately even if it was proven that they were framed.
Units that stayed behind on EDEN-227 of course, kept on fighting for resources for their police departments, even if it meant breaking the law themselves.
Documented records of these Scavs show that they're usually the result of a disciplined person, mostly stray martial artists being left behind. They are however, more experienced more than police officers, so they're much more aggressive, faster, and have learned to bypass parries.
While they may look dangerous, most of Pan Scavs are actually quite friendly, willing to trade or ally with others, also usually being seen with their loyal Cleaver Scavs. During the collapse, most of them were victims of the riots, their resources being robbed of.
Though, there is one Pan Scav that has been seen to be none like any other, being more aggressive towards practically anyone, especially Agents. The most notable of his appearance is how he has a bucket over his head, and is able to handle several enemies at once and always being the last one to leave the fight.
Nobody knows who he is really. Though, due to the several encounters Agents had with him, he's gained quite the popularity within the Agency and is nicknamed the Bucketman.
Notable for their Swordfighting and being able to bypass one's guard, even if it's well structured, these Scavs are well known to be dangerous if a single mistake is made, and more so if up close with a melee. Strangely, they've been documented to be binging anime.

During the short Riot Era, some were blinded by vengeance as they witnessed some of their loved ones die, forced to bury them where they most treasured. This set them into a path of complete rage, hunting and burying people alive, forcing them to suffer and to watch as they were completely forgotten about.
Some of these were brought to peace, whether it's by time and forgiveness, or it was by hunting down their adversaries. However, some others were still in rage, either being that there are more who killed their loved ones, or they simply just couldn't accept their death, sometimes resulting into suicide.
Some of those who flaunted a Karambit were Street Fighters before the Generator Collapse. While they've become wealthy from a dangerous lifestyle, there was also some sort of uprising of these particular ones when the Evacuation Orders were called. Due to how many fights they've encountered and won during the Riot Era, they've become faster.
Similarly to the Karambit Scav, Scissor Scavs are quite dangerous. They learned to defend their homes during the Riot Era, taping notebooks to their chest as makeshift armor to help them endure more attacks. Due to how they've constructed blueprints for structures, and such, they're also assigned to be one of the Constructors.
Unlike the Rake Scavs, Pitchfork Scavs only partook in the Riot Era to glorify torturing degenerative scum, such as Scammer, Abusive Parents, or even Pedophiles. The sharp blades on their Pitchforks are heavy, forcing them to need to get closer before engaging, but this has proven to be quite effective towards unsuspecting degenerates.
Hence the obvious description for the Crowbar Scavenger, its a reference to Gordan Freeman, as his signature weapon is the Crowbar.
The description for the Combat Knife Scav is a reference to the 100 ways to die in Team Fortress 2 video series. (death 40)
The description for the Baseball Bat Scav references one of Scout's lines when picking up a Baseball.
The description of the Ice Axe Scavenger references the removed Enhanced Ice Axe Axe, as well as their description in the official DW Trello.
The Tomahawk Scav's description is an obvious reference to The Division Hunters, hence their signature weapons being a Crash Axe. (PS from Eva, dm evabi if this isn't true)
Similarly to the Police Baton's TB Description, the Police Baton Scav's description was going to reference the same line, however is cut out.
