FUNCTIONS (Based on DSWD SO. 2676 S. 2023)
RECONSTITUTION OF THE DSWD COMMITTEE ON ANTI-RED TAPE (CART) AND ANTI-RED TAPE UNIT (ARTU)

In the exigency of service and the need for continuing compliance with the requirements of the Republic Act No. 11032 (EODB Law), Anti-Red Tape Authority (ARTA) Memorandum Circular No. 2020-07, and other related issuances as well as the harmonization, streamlining and integration of related functions, the DSWD Committee on Anti-Red Tape (CART) and Anti-Red Tape Units (ARTU)  are hereby reorganized and reconstituted.

The CART structure is further enhanced to incorporate the functions of the DSWD National Total Quality Management Steering Committee and the Quality Management Program - Program Management Team (QMP-PMT) as champions of the principles of Total Quality Management (TQM) and lead in the provision of directions and guidance in the enhancement and implementation of the DSWD Quality Management Program (QMP) geared towards full compliance with the EODB Law and other relevant statutory and regulatory requirements.

The DSWD ARTU, on the other hand,  shall take on the roles, duties, and responsibilities of the OBS’ Quality Management Team (QMT), while the Cluster Management Committees shall assume the roles, duties, and responsibilities of the Cluster QMT.

Moreover, the ISO/QMS Committees will be reorganized as CART Technical Working Groups to perform their duties and responsibilities along TQM which would include the EODB and QMS (C) https://sites.google.com/dswd.gov.ph/tfeodb/
