This Handbook is issued to all DSPD Personnel.
It Covers all the necessary information including the Basics of Standard Operation, Deployment ,and other important information of importance needed for a DSPD OFFICERS.
DSPD is the acronym for D'Source Police Department.
Sub Section 1.2 About us
The D'Source Police Department, along with the D'Source Sherriff Department, makes up the executive branch of Los Santos; together they ensure that the law is upheld and enforced.
Sub Section 1.3 Mission
The mission of the D'Source Police Department is to enhance life in this city by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear and maintain order.
The D'Source Police Department strives to foster a safe and fair City by incorporation neighborhood into all facets and Department operations, and solve the problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.

Sub Section 2.1 DSPD Duties and Responsibilities
Oversees the entire department, setting policies and ensuring law enforcement operations align with legal and community standards.
Manages department budgets, personnel, and strategic planning.
Represents the department in public and governmental meetings.
Supports the Police Commissioner in administrative and operational duties.
Supervises high-ranking officers and ensures department-wide compliance with policies.
Acts as the department head in the Police Commissioner’s absence.
Paperwork Management: Oversees documentation, personnel files, and compliance reports.
Attendance Monitoring: Tracks leave requests, absenteeism, and schedules.
HR Setup: Implements recruitment processes, staff training programs, and policy development.
Payroll Coordination: Ensures accurate salary calculations and benefits administration.
Second-in-command, responsible for overseeing daily operations.
Implements department policies and coordinates major investigations.
Manages department-wide personnel assignments.
Leads specific divisions such as patrol, investigations, or corrections.
Supervises lieutenants and ensures operational efficiency.
Develops strategies for crime prevention and law enforcement initiatives.
Oversees sergeants and corporals within assigned units.
Coordinates tactical operations and major investigations.
Ensures compliance with department protocols and legal procedures.
Supervises corporals and deputies, ensuring proper execution of duties.
Conducts performance evaluations and provides training.
Assists in investigations and emergency response coordination.
Acts as a senior officer with additional leadership responsibilities.
Provides guidance to junior officers and assists in field operations.
May take charge in the absence of a sergeant.
Conducts patrols, responds to emergencies, and enforces laws.
Investigates crimes, makes arrests, and testifies in court.
Engages with the community to promote safety and crime prevention.
Deputies are to be evaluated throughout the training period by their FTO. The FTO will present a full assessment, whether the Officer is ready to be promoted, to the Snr. Officer.
Officer may request for an extended training period if they feel that they are not ready to be promoted.
Officer and Snr. Officer are promoted based on their activity, such as training Officer and putting in the hours to be on-duty. If an officer accumulates a lot of complaints from civilians, this will hinder their performance and greatly affects their chances for a promotion.
Below, you will find certain situations where a demotion or rank lock can be issued, whether it be temporary, or indefinite. Furthermore, this also applies for Honorably Discharged personnel, who can be demoted to the status, applicant.
Severe disrespect of any members. This includes making offensive jokes or remarks against their sexuality, race, etc.
Worsening a situation beyond anyone’s control.
Free-ranking.
Blatant stupidity.
Disrespect of affiliated departments and agencies.
Abuse of power.
Discussion of classified topics.
1st Degree: Mild Punishment (1-3 days suspension), will be dealt with at most a warning
2nd Degree: Longer Suspension time or Possible Demotion
3rd Degree: Demotion or Termination
- Extensive disrespect of any member, including offensive remarks, after being warned multiple times.
- Multiple reports, whether it be from fellow deputies, higher ups or civilians (If proven guilty)
- after 3 suspensions and multiple warning,
- Abuse of power.
- Corruption.
These Procedures must be considered at all times, unless other circumstances such as:

ALL DSPD Personnel should have/comply with the following:
-ALL On-Duty Personnel should always be in Uniform
-ALL On-Duty Personnel should always have their service weapons registered to the DSPD Armory
-ALL On-Duty Personnel should always be prepared and have the full ability to execute his duty without any distractions.
-ALL On-Duty Personnel should always be clocked-in with the DSPD Integrated Clock-in System.
-ALL On-Duty Personnel should always use the DSPD Radio and Communication System accordingly.
-ALL On-Duty Personnel should not handle evidence in their possession longer than twenty four (24) hours. This includes communication devices, clothing, and drugs that were confiscated from a suspected person.
ALL DSPD Personnel should have/comply with the following:
-ALL Off-Duty Personnel should not be seen in any DSPD Uniform.
-ALL Off-Duty Personnel should surrender their service weapons to the DSPD Armory.
-ALL Off-Duty Personnel should not be seen using/in possession of illegal items such as illegal drugs, firearms, tools.
-ALL Off-Duty Personnel should not be seen using government-issued vehicles.
-ALL Off-Duty Personnel should be clocked-out with the DSPD Integrated Clock-in System.
-ALL Off-Duty Personnel should not handle any evidence under any circumstances.
The first officer on-scene MUST let dispatch know any description they may have about the robber’s vehicle.
The first officer on-scene will take charge of the situation and handle negotiations in exchange for the hostage. The officer is also responsible for letting dispatch know what the current status is and the demands that the robbers want for the hostage.
Officers are strongly advised to have their weapons drawn throughout the whole robbery.
Every single officer is required to take cover and to stay out of the criminal’s line of sight.
An officer MUST stay back with the hostage. The officer is to search the hostage and get a statement on how he/she got into a hostage situation.
The officer that is still on scene, would need to breach the bank/store and check if the place is clear. Do not forget to let dispatch know if the bank/store has been secured.
All officers are expected to have their dispatch on during the robbery.
Ensure that the area is clear of other civilians.
If there are any downed/dead robbers, MAKE SURE to search them and take all of their weapons away.
If The LSPD asked for Backup in their Jurisdiction we must switch to Dispatch 1
ONLY engage in the Gang war if they shot us first.
All Officers MUST be on Code 6 during and after the Gang war.
Secure all bodies in the area
When the prison alarm is triggered, all available units MUST respond to it.
Every officer responding to the prison break MUST equip their firearm.
One or two officers will go inside of prison to scope out if any prisoners are missing. The remaining officers will patrol around the prison.
DO NOT forget to check if the front gates are locked. If left unlocked, criminals that are sent to jail will be able to freely walkout.
The DSPD Criminal Apprehension highly complies with every persons’ rights and the Law. All DSPD Personnel should have the full respect to all individuals who are apprehended no matter the person’s mistakes and crimes committed.
There are Three types of arrests:
arrest without a warrant, arrest with a warrant, and private arrest by a citizen.
All DSPD Personnel should apprehend a person while in compliance within the following order:
-All DSPD Personnel should respect any gender, race, ideology, and background of any apprehended individual.
-All DSPD Personnel should inform all apprehended individuals their rights (Miranda Rights) before any valuable information is asked.
-All DSPD Personnel should allow all apprehended individuals to have access to food, clothing, and comfortability that still complies with the basic detainment procedures.
-All DSPD Personnel should only apprehend an individual according to Law.
A basic criminal apprehension should be in this order:
An individual who have a probable cause to be apprehended
Inform the individual that he will be apprehended due to a probable cause which complies with the Law.
Give/Inform him his rights (Miranda Rights) if it is safe to do so. (see Miranda rights exceptions)
Initiate a basic detainment procedure and place an apprehended individual into a safe condition for detainment (cuffs, vehicles, detainment cells)
To all Commanding Officers, please make sure when your recruit is on duty that you DO NOT leave them. You have the duty to train and look after them.
To all Recruits, if your commanding officer is not on duty please take the initiative to ask on dispatch for a ride-along. Keep in mind that you CANNOT do a ride-along with another recruit.
To have a civilian as a ride-along, it must be given approval by a high ranking officer (Senior Deputy and above).
Troopers CANNOT take civilians on a ride-along.
The officer providing the ride-along is held responsible for the civilian’s life.
If a suspect is unarmed, police officers are to only use their tasers.
When a suspect has an equipped firearm and refuses to put his or her weapon away after three warnings, officers CAN shoot the suspect or cuff them.
Officers CAN shoot the suspect if he or she tries to pull out a firearm while an officer currently has a gun pointed at the suspect. There is NO WARNING NEEDED in this situation.
Officers need to ALWAYS introduce themselves and which department they are from (D'Source Police Department) when pulling a civilian over for a traffic stop.
e.g) Good morning/Good evening ma’am/sir! This is (POSITION, NAME) flex your badge /badge. Continue talking to them….
Police Officers are required to let dispatch know when they are at a traffic stop (10-38).
Police Officers need to ask for the civilian’s driving license and registration. Don’t forget to hand it back to the driver.
Ask for any explanation as to why the driver is breaking traffic rules.
If found guilty, proceed to give the driver their fine/s.
IF THEY'RE looking suspicious do the following command.
a.) You the OFFICER IN-CHARGE as well as your car should always be on the traffic offenders vehicle (SW South-West, SE South-East) position
b.) Make sure you are on SHOUT voice so they can hear your commands
c.) When the OFFICER IN-CHARGE gets out of his vehicle they should stay on their vehicle drivers door side and aim their gun at the traffic offender.
d.) Do not let them go outside of their vehicle WITHOUT YOUR COMMAND.
DSPD! ma’am/sir! Inside I need you to turn the engine off
Primary must concentrate on keeping visual and following the suspect’s vehicle. The Passenger would be the Dispatcher
Secondary is responsible for providing information to dispatch where the chase is heading (street names).
If there is a helicopter present during the pursuit, they are to be in command of dispatch.
Officers CAN only pit the criminal's vehicle when they have hit a civilian and/or a civilian car. Ensure that you DO NOT ram at full speed where you are putting yourself in harm.
If shots were fired by the suspect, the police officer is required to stop their vehicle before shooting (if they are the only officer inside the vehicle). If there are two officers inside the vehicle, ONLY the officer that is in the passenger seat is ALLOWED to shoot while the vehicle is moving.
Police officers can create a roadblock when possible.
When the suspect's vehicle is immobilized you can initiate a pit-block to prevent them from leaving the area.
Spike strips should ONLY be utilized on highways to prevent criminals from freely speeding away.
DO NOT FORGET to let any civilians know that they are being searched.
A police officer CAN only search a civilian and their vehicle if they are at an active crime scene (e.g. drug selling/robberies) or if they are under arrest.
A police officer CANNOT search a civilian and/or their vehicle if it is a traffic stop unless given permission by the civilian.
Any police officers can search every civilian INSIDE the precinct, without having to ask for permission. However, police officers are still required to let a civilian know that they need to be searched.
You can only impound the vehicle if it was used for any crime. The DSPD has all the rights to impound the vehicle.
If the vehicle was used for bank robbery impound it for 24 hours (86400 seconds).
If the vehicle was used for store robbery impound it for 12 hours (43200 seconds).
Time of impound is based on seconds(depends on the city script).
“You have the right to remain silent. Anything you say can and will be used against you in a court of law. You have the right to an attorney. If you cannot afford an attorney, one will be provided for you if there’s one available. Do you understand the rights I have just read to you?”

This is strictly enforced if you apprehend someone during and after the crime scene.
MAKE SURE you will read their rights before or while cuffing them.
Read their rights loud and clear
Every DSPD officer is to go to dispatch right after they went on-duty.
Every DSPD officer should follow all the protocols on dispatch.
Any abuse of 10 CODES will be faced with disciplinary actions from higher ops.

PROCEDURE[s]
Bring them to the cell.
Read them their Miranda right (If you haven’t yet)
Please make use of the tablet system for ARRESTS,WARRANTS AND BOLOS
Make sure you will search them again even though you searched them already at the crime scene.
Get the fingerprint of the suspect[s] at the DSPD system.
a.) Bring the suspect[s] in front of the computer with you
b.) You will see there’s action to be pressed
[E] to get the closest suspect’s Fingerprint.
c.) After that, the result will appear in your eyes
d.) Make sure to copy all the yellow alphanumeric symbol
e.) After you get the result, go back to the computer and you have to add their fingerprints to the system.
And 2 more input boxes will appear the first one where you put the fingerprint result. The second one will be their COMPLETE NAME.
Check their identity on the MDT.
a.) If the suspect has a gun and it was used on crime scenes from class 1 to class 3 confiscate their gun license.
Make sure you will ask them if they want a lawyer to help them
8. Bring they suspect[s] to the mugshot room for photograph (None available for the DSPD Office)
a.) Tell the suspect[s] to flex their T muscle and do this /e mugshot
b.) We need to take 3 mugshots of the suspect (I. FRONT VIEW), (II. RIGHT SIDE VIEW) and lastly (III. LEFT SIDE VIEW).
d.) If you are done taking all the pictures we need make sure you will upload it to our discord #evidence-logs with the following description

7.) Bring back the suspect[s] to the cell
8.) Give all the charges he/she committed.
**BE CAREFUL AND TAKE IT EASY, TAKE YOUR TIME DOING THIS!!**
a.) Make sure you will write down all their charges on your side like type it on notepad
9.) How long should we put them in jail?
Suggested time in jail:
Minor Offense = 30 - 50 months
Average offense = 80 - 100 months
Major offense = 120 - 130 months

10.) After sending them to Boilingbroke, file a report in the MDT.

Speeding within city limits - Speeding 10mph above the speed limit (60 mph) in the city
Speeding on Highway/Freeway - Speeding 10mph above the speed limit (120 mph) in the city
Driving on the wrong side of the road - When a civilian drives on the opposite side of the road.
Illegal U-Turn - A driver making a U-Turn to a prohibited U-Turn intersection.
Illegally Driving Off-road - The one who drives on unmarked roads and trails. (ex. Lawn property, ditches, ridges)
Refusing a Lawful Command - Failure to abide a Lawful Order of a Police Officer.
Illegally Stopping a Vehicle - When a driver suddenly stops in the middle of the lane/road.
Illegal Parking - Parking a vehicle in a “No Parking” zone or restricted areas. (ex. Red lines, no parking signs, government official reserved parking
Illegal Passing - When a double solid line is present on the side of the drivers’ road.
Driving an illegal Vehicle - Caught driving an illegal vehicle such as helicopters, airplanes, weaponized vehicles, etc.
Driving without a License - Self-explanatory.
Vehicle Overloading - Self Explanatory
Hit and Run - When a driver hits a civilian or vehicle and drives away without the authority’s approval.
Speeding Over < 5 mph - Self-explanatory.
Speeding Over < 5-15 mph - Self-explanatory.
Speeding Over < 15-30 mph - Self-explanatory.
Speeding Over < 30 mph - Self-explanatory.
DUI Alcohol and/or Illegal Substance / Public Intoxication - Civilians who are under the influence of alcohol and/or drugs.
Disorderly conduct - Misbehaving in public areas.
Obstruction of Justice - Interfering of criminal investigations, destruction of evidence, tampering/bribing witnesses, etc.
Insults towards Civilians - Self-explanatory.
Disrespecting an LEO - Self-explanatory.
Verbal Threat to a Civilian - When a civilian reports of a threat from another civilian.
Providing False Information - See ‘Obstruction of Justice’.
Attempt of Corruption - Bribing civilians or government officials into doing illegal crimes.
Reckless Driving - Careless driving, improper driving, or driving without due care and attention and is often punishable by fines, imprisonment, or driver's license suspension or revocation.
Brandishing a weapon in city limits - Taking out, showing off, and/or pointing a weapon in public areas.
Brandishing a lethal weapon in city limits - Taking out, showing off, and/or swaying a lethal weapon in public areas.
No Firearms License - Failed to show or obtain a firearms license.
Possession of an Illegal Weapon - Owning a firearm weapon without a license (ex. Pistol, shotgun, etc.)
Possession of Burglary Tools - Owning burglary tools (ex. Lockpicks, ropes, handcuffs)
Grand Theft Auto - Stolen vehicle.
Reckless Driving resulting into a Homicide - Self Explanatory
Intent to Sell/Distribute of an illegal substance - The intention to sell or distribute illegal substance to the public
Fabrication of an illegal substance
Kidnapping of a Civilian - Self-explanatory.
Kidnapping of a LEO - Self-explanatory.
Robbery - taking property unlawfully from a person or place by force or threat of force
Armed Robbery of a store - Self-explanatory.
Armed Robbery of a bank - Self-explanatory.
Fraud - Providing false information for personal gains.
Residential burglary - Self-explanatory.
Evading Arrest - Self-explanatory.
