In 2023, the Parliament of Uganda Department of Research Services partnered with the Fulbright Commission to host a special project with three objectives:
Increase evidence uptake by Members through streamlined systems, processes, publication, and dissemination of evidence;
Identify ways to promote and improve the use of evidence in the Parliament of Uganda;
Develop a framework for improved evidence use through documentation, publication, and dissemination of research findings.
There is urgent need to assist users of research evidence to accessing it and use the evidence to inform decision making and legislation. Notwithstanding the persistent calls for use of evidence in Parliament and the availability of the services , the number of users of the research services remains dismal.
Currently, DRS outputs are availed to the users through distribution of hard copies in the pigeon holes and the library at Parliament; through e-mail; through the management information system (MIS) and through oral briefs in committees. However, there are no strong indicators that the generated and available evidence is currently being accessed and used in legislation.
There may be obstacles that hinder consumption of research outputs, such as lengthy reports; little interaction between the researchers and the users of the research and limiting media forms. Thus, there is a need for improving the use of evidence and information uptake culture in the Parliament of Uganda; consideration of appropriate structuring of research evidence; consideration of innovative approaches for research evidence presentation, communication and dissemination.
Participants in the month-long science diplomacy project included DRS managers and local research professionals, Members of Parliament, and other political leaders.
The study design consisted of two components:

The facilitation component featured four types of activities:
Orientation
Training
Mentoring
Report production
The project task order included a dozen deliverables:
Analysis of methods to foster evidence use in legislation and policy
Summary of emerging trends and best practices for effective presentation of evidence
Development of new products and novel methods of publication and dissemination, such as voice and video multimedia products, to deepen penetration and increase impact of evidence
Social media communication to disseminate key evidence
Data visualization methods to express complex information and concepts, including GIS tools
Innovation in dissemination of research findings to target audiences
Develop a science policy periodical with editorial board, editorial procedures, peer review, and quality control
Develop publishing house for DRS products
Identify and describe the equipment, tools, and other resources needed to promote the use of evidence in policymaking
Make staffing/workforce recommendations for robust research publication and dissemination services (skill composition and numbers)
Develop a science diplomacy network and program framework for post-project sustained engagement
Deliver BOSS facilitation services
