Expert Opinion
As a publicly-funded entity, DRS is accountable to the Ugandan people and is obliged to make its work product transparent and accessible to the public. As a knowledge brokering entity, DRS plays a critical role in the democratic functioning of government primarily by curating information in order to facilitate the work of elected representatives, and secondarily by sharing that knowledge with the public in order to promote transparency and support accountability.
Recommendations
The DRS should create and staff a Public Affairs Office to manage its social media portfolio and engage with MPs and the public within policy guidelines.
Google sandbox site should be used to develop DRS Official Website content and public outreach ideas, and then migrated over to the official site.
