(8)00. Limitations
All Vehicle Offenses under Title 8 have a policy of being charged once for each vehicle a person uses or effects for each road law incident that takes place.
(8)09. Hit and Run can be charged for each vehicle that a driver or pedestrian commits hit and run upon.
All other charges in Title 8 are charged for each vehicle the perpetrator commits the violation within. Changing vehicles during a pursuit for example can lead to two charges of (8)02. Evading a Peace Officer, etc.
No individual may be fined more than $10,000 in the course of a single road law incident in charges from Title 8. Vehicular Offenses
No individual may receive more than three driver warnings, amounting to a single license revocation, per road law incident.
No more than one of each code entry in Title 8. Vehicular Offenses may be issued on a driver per road law incident (with exceptions see (8)00. Limitations 2 and 3.
A peace officer is entitled to an exterior inspection of a vehicle, as well as verification of all paperwork, licenses, registrations, and other documentation during a traffic stop. A full vehicle inspection is permitted with a search warrant or appropriate probable cause.
Checkpoints, border controls, and other police operations on public roads must have a documented purpose, documented record of operations, and exist temporarily in response to (or in preparation to) a particular incident, holiday, etc.
A peace officer is only entitled to identify the driver of a vehicle when performing a traffic stop or other vehicle checkpoint operation, unless the passenger falls under a reasonable suspicion to be identified, such as matching an APB description.
A peace officer is entitled to order a subject out of a vehicle on a traffic stop with no reason required. This may be just to make talking to the subject easier if they are in a particularly large or low vehicle.
(8)01. Speeding Violation
A driver who exceeds a speed of 80 MPH on any public roads outsides of the city of Los Santos
A driver who exceeds a speed of 70 MPH on any public roads inside the city of Los Santos.
A driver who exceeds a posted speed limit by over 5MPH.
A driver who fails to show a use of fair judgment in their speed when driving in poor conditions, such as poor weather, or on unpaved, slick, or damaged roads.
Road Law (8)01 is an infraction of $200 to $2,000.
(8)02. Felony Speeding
A driver who exceeds any posted speed limit by 50 MPH+, for example a vehicle travelling at speeds over 120 MPH on a road with a speed limit of 70 MPH.
Penal Code (8)02 is an felony punishable by imprisonment for up to 60 seconds or by $2000.
(8)03. Evading A Peace Officer
A person who drives a vehicle, whether on land, sea, or in air, while having a suspended license or authorization.
Penal Code (8)03 is a misdemeanor punishable by imprisonment for 30 seconds.
(8)04. Felony Reckless Evading
A person who, while operating a vehicle on land, sea, or in air, or while operating a bicycle, flees or attempts to elude a police officer and the pursued vehicle is operated with willful or wanton disregard for the safety of persons or property. Examples (non-conslusive): Driving in opposite lanes; Driving on pedestrian areas; colliding with persons or property.
This charge does not include the attempt to flee and elude by foot, which is (4)12. Resisting a Peace Officer.
This charge does not stack with (8)03. Evading a Peace Officer.
This charge does not stack with (8)13. Vehicular Endangerment.
Penal Code (8)04 is a felony punishable by imprisonment for 240 seconds.
(8)05. Yield Violation
A person driving a vehicle that fails to yield, giving right of way, at an intersection that has other vehicles passing or waiting to turn.
A person driving a vehicle that fails to yield, giving right of way, at any time to pedestrians or cyclist traffic.
A person driving a vehicle that is standing, meaning not in motion and the driver is in the vehicle, on a public road or parking lot and refuses to keep moving upon order of a peace officer.
Ignoring the emergency lights and sirens of an emergency vehicle requiring clearance.
Penal Code(8)05 is an infraction of $200.
(8)06. Parking Violation
A vehicle parked, with its driver outside the vehicle, in the following ways:
In a manner that obstructs a lane of traffic and prevents the flow of traffic.
In a manner that completely obstructs an alleyway.
In a manner that obstructs a parking lot entrance.
Within a marked crosswalk.
In a manner that obstructs more than two thirds of a sidewalk or pedestrian path.
Facing opposing traffic.
No anys bridges or tunnels.
On any highway or freeway.
On railroad tracks or within range of being struck by a railroad car.
In the immediate ambulatory parking or bay area of a hospital or clinic.
In the immediate vicinity of Rodeo Bank's entrance, including the sidewalk adjacent to the metal barriers.
In front of or obstructing a private driveway or an entrance or exit to a private road or path.
A vehicle parked in a manner not permitted by the property owner. Private property may set its own parking rules, so long as they do not obstruct any public roads or sidewalks. Policies may also be set by a property manager authorized by the property owner. State agencies, such as the LSPD and others, may set parking rules for the facilities they maintain.
A person who sitting in a vehicle, with the engine on or off, in any above location and refuses to move at the request of a peace officer or, if private property, by the property manager.
Penal Code (8)06 is an infraction punishable by a fine of $200 and risk of impoundment at the discretion of the peace officer.
(8)07. Stop Sign Violation
A vehicle parked, with its driver outside the vehicle, in the following ways:
A driver who fails to follow the instructions of a traffic control device, including: Fails to come to a reasonable stop at “Stop Points”, noted as white or yellow lines at the edge of every intersection or with appropriate signage. A reasonable stop can be either a driver slowing down to check for traffic or coming to a complete stop before proceeding. Drivers should come to a full stop on busy roads and avenues where it is dangerous to not come to a complete stop.
- Penal Code(8)07 is an infraction of $200.
(8)08. Red Light Violation
A person who passes through anywhere whilst a red light is showing, this may be intentional or unintentional.
- Penal Code(8)08 is an infraction of $200.
(8)09. Illegal Overtaking
A person who attempts or successfully overtakes another road user where double yellow divider lines show.
A person who attempts or successfully overtakes another road user where a solid and dashed divider lines show where the solid line is on the side of the road the offender is on.
A person who attempts or successfully overtakes a vehicle on the right side of the vehicle they attempt to overtake (undertakes). This does not apply to dual-carriageways.
A person who attempts or successfully overtakes a vehicle within 100ft of a railway crossing or intersection.
Penal Code(8)09 is an infraction of $200.
(8)10. Following Distance (Tailgating)
A person who fails to leave the correct distance (approximately 2 standard vehicles) behind other road users when not stationary in traffic (for example at an intersection).
Penal Code(8)10 is an infraction of $200.
(8)11. Overhang
A person who has cargo stowed on a vehicle with over the tolerated amount of overhang at the side of the vehicle (18 inches)
A person who has cargo on a trailer that exceeds 75ft to the rear of the front extremity of the vehicle. This usually applies to Freight Trucks.
Penal Code(8)11 is an infraction of $200 and risk of impoundment at the discretion of the peace officer.
NOTES:
Freight Trucks with a legitimate and organized escort performed by one or more pilot vehicles are exempt from this regulation.
(8)12. Reckless Driving
A person who demonstrates careless or general disregard for the safety of themselves or others while operating a vehicle, such as (but not limited to):
Driving on a unpopulated sidewalk, pedestrian passageway, or plaza
Meandering between lanes of traffic erratically.
Demonstrating poor control of the vehicle or driving decisions.
This cannot stack with (8)13. Vehicular Endangerment.
- Penal Code (8)12 is an infraction of $500 and a warning on the driver’s license at the peace officer’s discretion
(8)13. Vehicular Endangerment
A person who demonstrates extreme carelessness while operating a vehicle, such as by nearly striking pedestrians, entering pedestrian passageways or nearly causing the severe harm of other motorists.
A person who uses their vehicle in any manner that is dangerous to passengers, pedestrians, or nearby residents.
A person who drives upon railroad tracks, busy pedestrian passageways or plazas, or on the opposite lane of travel with vehicles.
Any activity that would be considered (11)05. Reckless Driving, but takes place within close proximity to nearby civilians, or in dense traffic.
This cannot stack with (11)05. Reckless Driving.
- Penal Code (8)13 is a misdemeanor punishable by impoundment of the individual’s vehicle with imprisonment for 60 seconds.
NOTES:
Vehicular Endangerment cannot stack with reckless driving and is considered a more severe form of reckless driving. It serves as a catch-all for when an officer determines someone’s driving or usage of a vehicle to be beyond safe, reasonable activities. Also take note that this charge does stack with hit and run. Someone who commits hit and run (hitting any vehicle or person and driving away) can be charged for each occurrence during the course of a road law incident. Per Limitations a driver can only receive either reckless driving or vehicular endangerment ONCE per road law incident.
(8)14. Hit And Run
A person who hits another person or occupied vehicle and leaves the scene of the accident.
Penal Code (8)14 is a felony punishable by imprisonment for 120 seconds.
NOTES:
This charge can be applied for each instance of hit and run occurring over the course of a road law incident.
A person who drives a vehicle or operates heavy machinery while under the influence of alcohol at or above the legal limit of 0.08 percent BAC.
A person who drives a vehicle or operates heavy machinery while under the influence of alcohol at or above the legal limit of 0.08 percent BAC.
A person who drives or operates heavy machinery under the influence of awareness-altering drugs, regardless of whether those drugs are being used under a prescription.
- Penal Code (8)15 is a misdemeanor punishable by imprisonment for 180 seconds, as well as the removal of the individual’s license and impoundment of their vehicle.
- A person who is at or above the 0.08 percent BAC legal limit shall receive the minimum sentence.
- A person who is a government employee shall receive the maximum sentence and be referred to the HR of their respective State Agency.
(8)16. Vehicular Noise Violation
A driver whose vehicle emits excessive noise, creating a public nuisance. Examples include modifications to increase the noise pollution of their vehicle, or the excessive use of a vehicle horn or siren without justifiable purpose.
A vehicle that exceeds 95dB when operating between 1500 and 2000 RPM.
- Penal Code (8)16 is an infraction of $500. Vehicle may be impounded after a person has committed this offense 4 times.
(8)17. Nitrous Oxide
A person who drives a vehicle that contains or shows characteristics of nitrous oxide equipment use while not on a official speedway or race track.
- Penal Code (8)17 is a infraction of $500, as well as the impoundment of the individual’s vehicle.
(8)18. Illegal Usage Of Hydraulics
A person driving a vehicle that uses hydraulic equipment while in motion or on a public street, road, or highway.
This excludes vehicles with hydraulic equipment permitted exclusively for business and equipment purposes, such as a forklift in motion.
- Penal Code (8)18 is an infraction of $500 and the impoundment of the individual’s vehicle.
(8)19. Registration Violation
A person driving a vehicle on a state, county, or local road without an official owner’s registration or lease registration on file or in hand, or without a license plate affixed to the rear of the vehicle.
A vehicle that is not correctly taxed, insured or hasn't passed annual inspection.
Penal Code (8)19 is an infraction of $500, as well as a driver’s warning or impoundment of the individual’s vehicle at the peace officer’s discretion.
NOTES:
Vehicle may be impounded at officer discretion. A vehicle can legally be operated on public roads with a dealership plate for up to a maximum of 10 days after purchase.
(8)20. Illegal Vehicle Lighting
A person who has any type/colour of underglow on their vehicle whilst on a public roadway.
A person who has any colour other than Amber tint, White or Xenon headlights.
Penal Code (8)20 is an infraction of $500, as well as a driver’s warning or impoundment of the individual’s vehicle at the peace officer’s discretion.
(8)21. Vehicle Light Violation
A person who fails to use the legally required lighting when operating a vehicle on a public road. For example, fail to use headlights during low light conditions.
Penal Code (8)21 is an infraction of $500, as well as a driver’s warning or impoundment of the individual’s vehicle at the peace officer’s discretion.
(8)22. Window Tint
A person who operates a motor vehicle on the public roadway with window tint letting less than 70% of light in the front side windows and the windshield.
Penal Code (8)22 is an infraction punishable by $200.
(8)23. Unroadworthy Vehicle
A person who operates a motor vehicle on the public roadway which has sustained excessive damage and is deemed not safe to drive by a Peace Officer (e.g Shattered Windshield, Excessive Bodywork Damage in areas were the safe function of the vehicle may be affected, etc).
A person who operates a vehicle not purposed for usage on the public roadway (e.g an agricultural vehicle without licencing - lawnmower - , an improvised buggy of some description.
Penal Code(8)023 is an infraction punishable by $2000
(8)24. Motor Vehicle Contest
Performing an unlicensed or unauthorized vehicle race, performance, or competition on city, county, or state property
Performing a vehicle race on a hazardous private course.
Organizing, facilitating, or promoting a street race or other unlicensed or organized vehicle race or competition on city, county, or state property.
Penal Code (8)24 is an misdemeanor punishable by imprisonment for 60 seconds and $2000.
NOTES:
A “race” or “competition” is any event that reasonably should not be taking place on a road. A hydraulics competition, for example, or a race around the dockyards both apply under street racing. Any parking lots not considered owned by a particular business (such as the old bank parking lot in Mulholland) are considered public state property.
(8)25. Driving Without A Valid License
A person operating a motor vehicle without carrying a valid driver's license.
A person who refuses to show or provide a driver's license to a peace officer while operating a motor vehicle.
A person operating a motor vehicle without a valid, unexpired permit or license.
- Penal Code (8)25 is a misdemeanor punishable by imprisonment for up to 120 seconds or by $3,000. This falls under Officer Discretion.
(8)26. Jaywalking
A person who recklessly or intentionally crosses a road in a manner that creates a foreseeable risk of obstructing the flow of traffic, or otherwise creates a hazard to themselves and others.
Road Law (8)26 is an infraction of $200 at the peace officer’s discretion.
(8)27. Unsafe usage Of A Bicycle
A person's unsafe usage of a bicycle or other non-motor vehicle that obstructs traffic, incites disorder, creates a hazard, or demonstrates the potential for harm.
Road Law (8)27 is an infraction of $200.
(8)28. Illegal Parking Of An Aircraft
A person who failures to follow the flight protocols as detailed in the State Aviation Act
- Road Law (8)28 is an infraction of $10,000 at the peace officer’s discretion.
(8)29. Flying Without A Pilot's License
A person operating an aircraft without a proper license or authorization.
Penal Code (8)29 is a misdemeanor punishable by imprisonment for 90 seconds.
(8)30. Reckless Operation Of An Aircraft
A person who demonstrates careless or general disregard for the safety of themselves or others while operating an aircraft.
A person who performs stunts or dangerous aeronautical maneuvers while over populated areas or while dangerously close to other aircraft.
A person who fails to give appropriate distance or clearance to another aircraft in operation.
Penal Code (8)30 is a misdemeanor punishable by imprisonment for 90 seconds, as well as revocation of the person’s license to fly.
(8)31. Reckless Operation Of An Off-Road Or Naval Vehicle
A person who demonstrates careless or general disregard for the safety of themselves or others while operating a naval vehicle or vehicle intended for off-road travel.
Penal Code (8)31 is a misdemeanor punishable by imprisonment for 60 seconds.
Officer may at their discretion either revoke the user's license or permit, or suspend said license or permit.
(8)32. Failure To Adhere To Flight Protocols
A person who failures to follow the flight protocols as detailed in State Aviation Act.
- Penal Code (8)32 is a felony punishable by imprisonment for 120 seconds.
- Individuals who do not respond to ATC traffic may become a target of the San Andreas National Guard and be shot down.
(8)33. Aerial Evasion
A person who, while operating an aircraft, willfully flees or otherwise attempts to elude pursuing law enforcement who is broadcasting their request to land or halt.
- Penal Code (8)33 is a felony punishable by imprisonment for 180 seconds.
- Individuals who do not respond to ATC traffic or continually evade may become a target of the San Andreas National Guard and be shot down.
(8)34. Restricted Airspace Violation
A person who enters the restricted airspace as detailed in State Aviation Act and refuses to leave such airspace after being ordered to leave such airspace.
- Penal Code (8)34 is a felony punishable by imprisonment for up to 120 seconds or by $5000.
- Individuals who do not respond to ATC traffic or continually evade may become a target of the San Andreas National Guard and be shot down.
(8)35. Activating Flares When Not In Distress
A person who intentionally fires a flare gun in a non emergency situation.
A person who intentionally activates a road flare in a non emergency situation.

(8)36. Refusal To Allow Officer To Stop Or Board Vessel
A person who refuses to stop for a port authority officer.
A person who refuses to allow a port authority officer to board a naval vessel.
Penal Code (8)36 is a misdemeanor punishable by imprisonment for 60 seconds.
NOTE:
In both cases Port Authority has the ability to stop and search any civilian vessel with or without probable cause.
(8)37. Failure To Report Accident To Maritime Authorities
A person who intentionally fails to report an accident involving a naval vessel to port authority and/or San Andreas Fire Rescue.
- Penal Code (8)37 is a misdemeanor punishable by imprisonment for 60 seconds.
(8)38. Failure To Comply With Safety Direction
A person who fails to abide by any order from a law enforcement officer involving the safety of one or more individuals.
- Penal Code (8)38 is an infraction punishable by $2000.
(8)39. Failure To Use Safety Equipment
A person who fails to use the required safety equipment on a naval vessel.
A person who fails to have the required safety equipment easily accessible on a naval vessel.
A person who intentionally fails to wear a lifejacket when required on a naval vessel in blatant disregard for their personal safety.
- Penal Code (8)39 is an infraction punishable by $2000.
(8)40. Piracy
A person who engages in the intentional hijacking of a naval vessel facilitated by fear, threats or the use of physical harm upon the vessel's captain.
- Penal Code (8)40 is a felony punishable by imprisonment for 300 seconds.
(8)41. Boating Under The Influence
A person who operates a naval vessel under the influence of alcohol and/or drugs.
- Penal Code (8)41 is a misdemeanor punishable by imprisonment for 120 seconds.
(8)42. Operating A Vessel Underage
A person who operate A Vessel Over 16FT under the age of 16.
A person who operate A Vessel With Greater than 15HP Under the Age Of 16
- Penal Code (8)42 is a infraction punishable by $2000.
(8)43. Failure To Maintain Lanes
A person who fails to abide by the road markings (arrows) that state the correct direction of that lane e.g continuing straight in a lane dedicated to turn right (curved arrow turning right with no additional forward arrow).
A person who fails to keep their car entirely in the lane or changes lane where unsafe - this applies to roads with 2 or more separated lanes traveling in the same direction.
- Penal Code (8)43 is a infraction punishable by $2000.
NOTES:
This prevents weaving within a lane, lane straddling and unsafe lane changing.
(8)44. Obstructing Traffic
A person who intentionally or unintentionally obstructs the normal flow of traffic whether that be with their person, vehicle or any other object.
No person shall drive upon a highway at such a slow speed as to impede or block the normal and reasonable movement of traffic unless the reduced speed is necessary for safe operation.
- Penal Code (8)44 is a infraction punishable by $400.
(8)45. Operating A Motorcycle Without A Helmet
A driver and any passenger shall wear a safety helmet when riding on a motorcycle, motor-driven cycle, or motorized bicycle.
It is unlawful to operate a motorcycle, motor-driven cycle, or motorized bicycle if the driver or any passenger is not wearing a safety helmet as required by section 1.
A passenger who is not wearing a safety helmet can also be charged alongside the driver of the motorcycle, motor-driven cycle, or motorized bicycle.
- Penal Code (8)45 is a infraction punishable by $400.
(8)46. Illegal Use Of Amber Lighting
The use of amber lighting on a motor vehicle by non-government individuals and its use on public roads and public property is limited to the following circumstances;
The vehicle is a Tow Truck providing service to a disabled vehicle or while towing a vehicle and moving slower than the regular flow of traffic.
The vehicle is a Roadside Assistance vehicle providing service to a disabled vehicle. The vehicle must have markings associating the vehicle with a garage or towing service.
The vehicle is a Construction & Utility vehicle parked or moving slower than the regular flow of traffic and engaged in work related matters.
The vehicle is a Pilot Cars escorting trucks or convoys as required.
The vehicle is owned by a private security agency responding to an emergency call for preservation of life or property. Vehicle must have distinctive security markings.
The vehicle is a trash collection vehicle stopped on or near a roadway engaging in trash collection, or moving between stops slower than the regular flow of traffic.
- Penal Code (8)46 is a misdemeanor punishable by up to $5000 and imprisonment for up to 60 seconds.
NOTES:
Vehicles and on onduty personnel of the San Andreas Department of Transportation are exempt from this regulation. Security personnel are not permitted to disregard any traffic laws when responding with amber lights.
(8)47. Operating An Unauthorised Vehicle
A person who drives an unauthorized vehicle of any kind on or in a restricted road, path, trail, park or otherwise restricted area.
A person who fails to leave the restricted road or area after being issued a citation or warning may be trespassed under PC2-02 Trespassing.

(8)48. Operating A Vessel Without A License
A person who operates a vessel of any kind without a valid license.
A person who operates a recreational vessel without a San Andreas Boater Card.
A person who operates a commercial vessel, or vessel not intended for recreational use, without a Captain's License.
- Penal Code (8)48 is a misdemeanor punishable by up to $5000 and imprisonment for up to 60 seconds.
NOTES:
If a person is operating a recreational vessel, they are required to be in possession of a San Andreas Boater Card.
If a person is operating a large/commercial vessel or vessel that is not intended for recreational use, the are required to be in possession of a Captain's License.
(8)49. Vehicle Weight Limitations
The gross weight on any one axle shall not exceed 20,000 pounds, and the gross weight upon any one wheel, or wheels, supporting one end of an axle, shall not exceed 10,500 pounds.
The gross weight limit for any one wheel, or wheels, shall not apply to vehicles with loads of livestock.
The maximum wheel load is the lesser of the following:
The load limit established by the tire manufacturer, on the tire sidewall.
A load of 620 pounds per lateral inch of tire width, as determined by the manufacturer's rated tire width on the tire sidewall. The steering axle, however, must go by the load limit by the tire manufacturer.
- Penal Code (8)49 is an infraction punishable by a fine up to $2500.
(8)50. Limitations on driving hours
Any bus or semi-truck driver shall log their driving hours.
No bus driver may drive:
For more than 10 consecutive hours in a day;
For more than 10 hours in a 15-hour period; and,
For more than 10 hours in a day, unless 8 hours of off-duty time.
No truck driver may drive:
For more than 12 consecutive hours in a day;
For more than 12 hours in a 15-hour period; and,
For more than 12 hours in a day, unless 8 hours of off-duty time.
- Penal Code (8)50 is an infraction punishable by a fine up to $1000.
(8)51. Vehicular Length Limit
A vehicle may not exceed a length of 40 feet.
This section does not apply to the following:
A vehicle used in a combination of vehicles when the excess length is caused by auxiliary parts, equipment, or machinery not used as space to carry any part of the load, except that the combination of vehicles shall not exceed the length provided for combination vehicles.
A bus or articulated trolley coach that does not exceed a length of 60 feet.
A semitrailer while being towed by a motortruck or truck tractor, if the distance from the kingpin to the rearmost axle of the semitrailer does not exceed 40 feet for semitrailers having two or more axles, or 38 feet for semitrailers having one axle if the semitrailer does not, exclusive of attachments, extend forward of the rear of the cab of the motortruck or truck tractor.
A bus or house car when the excess length is caused by the projection of a front safety bumper or a rear safety bumper, or both. The safety bumper shall not cause the length of the vehicle to exceed the maximum legal limit by more than one foot in the front and one foot in the rear. For the purposes of this chapter, “safety bumper” means any device that is fitted on an existing bumper or which replaces the bumper and is constructed, treated, or manufactured to absorb energy upon impact.
- Penal Code (8)51 is an infraction punishable by a fine up to $2000.
(8)52. Load Securement
Any person who transports any cargo on a highway that is not properly covered and/or strapped to the vehicle and/or trailer used to transport said cargo.
Any person who transports any cargo on a non-highway that is not properly strapped down.
Any person who transports any cargo using a semi trailer where the cargo exceed the height and/or lenght of the trailer walls.
- Penal Code (8)51 is an infraction punishable by a fine up to $1500.
(8)53. Driving with a Suspended License
A person who operates a vehicle, whether on land, sea, or in air, while having a suspended license.
This charge does not stack with (08)25. Driving Without a Valid License.
- Penal Code (8)53 is a misdemeanor punishable by up to $500 and imprisonment for up to 20 seconds.
