Vehicle Pursuits are inherently dangerous endeavours, therefore in order to continue pursuit of a suspect it must be justifiable.
Considerations to a Justifiable Pursuit:
Severity of Original Offence - small infractions are not worth the danger posed by pursuit of the suspect.
Known threat to others posed by suspect
Risk of pursuit in the environment - pursuits in urban areas pose more risk than those in rural areas.
Any LEO may initiate a vehicle pursuit given ample reason.
No more than 5 Units in pursuit aside from in extenuating circumstances (e.g. Suspect wanted for the murder of an LEO).
Traffic Officers take priority in pursuit responce.
In the event of a pursuit crossing jurisdictions, LEOs from the initial jurisdiction will continue pursuing until units from the new jurisdiction are able to join pursuit then take over.Â
When a vehicle wants to pass the vehicle in front, you must first direct the unit you wish to pass via Radio, request the pass, and then you may only pass when they grant you permission to do so.
3 Ground units must remain in Pursuit for the Air Unit to Activate.
If the Air Unit is active, they will provide location instead of secondary AND they are able to follow the vehicle when other units have disbanded pursuit. This means they are then able to notify units when the driver has come to a stop on their own accord.
The Primary unit is solely focused on maintaining visual on the suspect with due regard for public safety.They have the authority to call off the pursuit at any time.
Continually updates dispatch with the location of pursuit.
Direction of travel and roadnames must be given, along with calling any left or right turns taken by the suspect.
Referring to postal codes and landmarks may help in directing additional units in responce to the pursuit.
Monitors pursuit and continually assess the situation. Tertiary unit (preferably a supervisor) must consider the success of apprehension versus risk to Officers involved and risk to public safety.
Will take over call-outs from Secondary Unit, also had authority to terminate pursuit and subsequently track target when necessary.
