Cluster 3 Compassionate Alliance Responsive to Emerging Scenarios (C3 CARES) is a program of the Sub-LGRC which focuses on the humanitarian response of the cluster to both internal and external clients. This program is also a holistic approach to provide needed support to individuals, communities, or sectors encompassing different areas of necessity.ย It aims to support them through partnerships with its MSAC members and other interested individuals and organizations.ย
The "C3 CARES" program is typically centered around community outreach, philanthropy, and social responsibility efforts needed by the communities at a given time or circumstance.ย

In celebration of National Childrenโs Day, the second book distribution under the Pahina ng Pag-asa initiative was conducted in Cuenca, Batangas on November 4, 2025.ย
Pahina ng Pag-asa is a collaborative effort of DILG Batangas Cluster 3, De La Salle Lipa, and Bookmark Inc. The project seeks to support LGUs without established reading centers by supplying books for literacy development and encourage accessible learning opportunities for children and youth.
Present during the activity were DILG Batangas OIC-Provincial Director Robinson Maac, DILG Batangas Cluster 3 Head Juel Fatima M. Dijan-Trinidad, MLGOO Alvin A. Vinluan, LGOO III Julie Ann D. Lara-Albino, Ms. Grace C. Sanchez of De La Salle Lipa, and LGU officials and functionaries.
The Cuenca distribution highlights the continued collaboration between government, academe, and private partners in bringing booksโand hopeโto communities across DILG Batangas C3.

The first book distribution under the Pahina ng Pag-asa initiative, was held on October 24, 2025 in Barangay Makina, Balete, Batangas.
The Pahina ng Pag-asa project is a collaborative effort of DILG Batangas Cluster 3, De La Salle Lipa, and Bookmark Inc. It aims to assist LGUs without reading centers by providing books that support literacy development and promote accessible learning in communities.

DILG Batangas Cluster 3 Sub-LGRC through our Cluster 3 Compassionate Alliance Responsive to Emerging Scenarios (C3 CARES) Program has coordinated with Cuenca Support Squad and Helping Hands Inc. in the conduct of a meaningful endeavor "Medical and Outreach Project" for the indigent Senior Citizens of Cuenca, Batangas. This aims to provide free medical service/check-up and love bags for the economically disadvantaged elders of the chosen community.
The Medical and Outreach Project was held on March 9, 2025 at Pilapil Covered Court, Poblacion 3, Cuenca, Batangas. Cluster Head Juel Fatima Dijan-Trinidad together with DILG Batangas Cluster 3 members were present during the activity.

The Department of the Interior and Local Government (DILG) Batangas Cluster 3 Sub-LGRC, through its Cluster 3 Compassionate Alliance Responsive to Emerging Scenarios (C3 CARES), in partnership with the Philippine Red Cross โ Batangas Chapter, brought the Junior First Aider Program to the Mother Goose Lipa community last August 13, 2025.
This initiative gave young learners the chance to build both skills and confidence in responding to emergencies, empowering them to be more prepared, responsible, and caring members of their community.

DILG Batangas Cluster 3 Sub-LGRC through our Cluster 3 Compassionate Alliance Responsive to Emerging Scenarios (C3 CARES) Program conducted of a meaningful endeavor of "Act of Love and Kindness Project" on December 19, 2024 through coordination with Mother Goose Playskool (MGP) Tribeca/Mother Goose Lipa and donations from DILG Batangas C3 members.
Cluster Head Juel Fatima Dijan-Trinidad and MLGOO Gloria Paz Toledo represented DILG Batangas C3 during the activity. The said project aims to support a local home of abandoned elders to be able to spread kindness and generosity this holiday season.

As a response to the effect of Typhoon Kristine, 50 filtration systems were deployed to affected families in Laurel, Batangas on November 27, 2024 through the initiative of Waves for Water Philippines, donations from Discovery Hospitality, and in coordination with DILG Batangas Cluster 3 and DILG Laurel.ย

To help meet the basic needs of Typhoon Pepito Evacuees in Tanauan, relief goods were distributed yesterday November 17, 2024 by JCI Tanauan LauBini members, MSAC partner of DILG Batangas Cluster 3, in Barangay Balele and Barangay Poblacion 1.
The said relief goods distribution is a Joint Project of DILG Batangas Cluster 3 and JCI Tanauan LauBini in coordination with Angat Buhay and Batangas City Youth for Leni-Kiko.

Ms. Mercedes L. Malabanan, RGC, Guidance Counselor of De La Salle Lipa, Lipa Cityย shared about Mental Health, Mental Disorder and Reducing Stress in the Modern Workplace.ย
