Standing Rules
ARTICLE I: NAME
The name of this chapter shall be Delta Beta Chapter, of The North Carolina State Organization (NC DKG), of The Delta Kappa Gamma Society International.
ARTICLE II: PURPOSES and MISSION
The purpose of Delta Beta Chapter shall be the seven purposes of the Delta Kappa Gamma Society International and those of NC DKG
1. To unite women educators of the world in a genuine spiritual fellowship
2. To honor women who have given or who evidence a potential for distinctive service in any field of education
3. To advance the professional interest and position of women in education
4. To initiate, endorse, and support desirable legislation or other suitable endeavors in the interests of education and of women educators
5. To endow scholarships to aid outstanding women educators in pursuing graduate study and to grant fellowships to women educators from other countries
6. To stimulate the personal and professional growth of members and to encourage their participation in appropriate programs of action
7. To inform the members of current economic, social, political, and educational issues so that they may participate effectively in a world society.
ARTICLE III: MEMBERSHIP
A.1 Membership Classifications
Membership in The Delta Kappa Gamma Society International shall be by invitation. At the time she joins the Society, a member becomes a member of the International Society, a state organization, and a chapter.
B.2 Reserve membership shall be granted only to a member who is unable to participate fully in the activities of the chapter because of medical disability, geographic location, and/or no technological connection/skill.
B.3. Honorary Members
a. A chapter or state organization honorary member shall be a woman not eligible
for active membership who has rendered notable service to education or to
women and is elected to honorary membership in recognition of such service.
b. An international honorary member shall be a woman who has rendered notable
service to education or to women, who is elected to honorary membership in
recognition of such service, and who is not a current or former member of
DKG at the time of election.
B.4 Collegiate members shall be undergraduate or graduate students who meet the
following criteria:
a. Bachelor student collegiate members shall
(1) be enrolled in an institution offering coursework leading to a career
in education; and have the intent to continue academically and
professionally in the field of education; and
(2) be enrolled within the last two years of their bachelor's education degree.
b. Graduate/ Masters/ Doctoral student collegiate members shall have
Graduate/ Masters/ Doctoral standing in an institution offering coursework in
the field of education; and have the intent to continue academically and
professionally in the field of education.
When a collegiate member starts her career as a paid educator, she will pay
active member dues and become an active member. If a collegiate member
does not pursue a career as an educator, her membership will expire upon
graduation or withdrawal from the education degree program.
B. Membership Procedures
2. Candidates for membership will be voted on by chapter members after March 1 and inducted at the annual meeting in the spring. Candidates unable to attend the induction meeting will be inducted
at the first meeting in the fall.
3. The chapter will pay the state induction fee for each new member ($2.50) and provide new members with an orientation packet and a rose. Each inductee is responsible for purchasing her Delta Kappa Gamma pin.
4. An individual becomes a member of the Society when she pays her dues.
5. Transfer: A member in good standing may transfer from one chapter to another upon notification to Society Headquarters.
6. Reinstatement: A former member shall be reinstated to membership by the chapter receiving the request.
C. Member Responsibilities
1. An active member is expected to attend all regularly scheduled meetings and participate in committee work.
2. New members shall become members when their dues are paid. New members who join July1and December 31 shall pay full international dues for current fiscal year. New members who join between January 1 and March 31 shall pay half dues. New members joining between April 1 and June 30 share pay full international dues for the ensuing year. Reinstated members shall pay full annual dues whenever reinstated. Chapter and state organization dues may be pro-rated as the chapter/ state organization determines.
D. Termination of Membership
Membership in the Society is terminated for non-payment of dues and fees, resignation, or death. Chapter minutes must include the names of the members terminated, including the reason and date of termination.
E. Records
The chapter treasurer will maintain records of membership including an accurate membership roster.
ARTICLE IV: FINANCES
A. Resources
Membership dues include designated portions for international and state organizations and local chapter. Membership dues for active members are $60.00. ($4.00 for chapter, $55.00 for state and
international, $1 towards state and international scholarships.) In addition, members are asked to pay $40 for local teacher grants which may be paid throughout the year rather than at the due date of membership.
Membership dues for reserve members are: $39.00.
Membership dues for collegiate members are ___ for the chapter, $5 for state and $20 for international.
The membership year is July 1- June 30. Annual dues and fees must be paid to the chapter treasurer by June 30th for the following fiscal. year.
For membership or reinstatement between July 1st and December 31st, the member shall pay dues and scholarship fee for the current year. An induction fee is paid for new members.
For membership or reinstatement on and after January 1st, the member shall pay one-half the international dues, one-half the state dues, and the full scholarship fee. An induction fee is paid for new members. The member pays $30 chapter dues.
B. Expenses
1. The Finance Committee will prepare an annual budget for the chapter and an explanation of chapter dues allocations. The budget will include amounts for the chapter presidents pin and for chapter presidents to represent the chapter at NC DKG meetings.
2. The chapter members may vote to assess themselves for expenses such as support of state headquarters, reimbursement of a member for a committee expense, a complimentary meal for a speaker, a card, or gift.
3. Financial assistance will be given for the President and officers attending Delta Kappa Gamma conventions or workshops.
4. The chapter president will approve all expenditures.
5. Special funds and/or awards may be created by the executive board and approved by the membership.
C.3 Immediately thereafter, the state organization portion of the dues shall be sent to the state organization treasurer and the international portion to the International Headquarters.
ARTICLE V: ORGANIZATION
A. NC DKG The chapter president will be the official representative to NC DKG.
B. Officers
1. The slate of officers will be prepared by the Nominating Committee and presented at the 3rd meeting each biennium.
2. Elections are held in even-numbered years before April 30. Terms are for two years or until replaced.
3. Officers elected by the chapter include the President and vice-president or co-presidents, and secretary.
4. The Treasurer is selected by the chapter Executive Board.
5. A parliamentarian is appointed by the president.
6. Duties of the president and vice president or co-presidents are to represent the chapter at NC DKG, to appoint chairs of committees and assign members to committees, to oversee and approve
expenditures, and to complete reports in the format specified by Society Headquarters to NC DKG and Delta Kappa Gamma International. President or co-presidents serve as ex officio members of
all standing committees except the Nominations Committee.
7. Duties of the secretary are to keep minutes and records for the chapter.
8. Duties of the treasurer are to assess dues and fees and transfer money to NC DKG and Delta Kappa Gamma International as required. The treasurer will keep records of membership including
an accurate and current membership roster.
C. Executive Board
1. Members of the executive board are the president and vice president or co-presidents, the secretary, the treasurer, and the chair of each standing committee. The parliamentarian serves without a vote.
2. The executive board will meet twice a year. A quorum shall be five present.
3. The duties of the executive board are to set a calendar, to plan meetings, and to supervise committee work.
D. Committees
1. Communications & Publicity--Maintains website, organizes media coverage of members and chapter activities.
2. Educational Excellence - Supervises the Teacher Grants program; informs the chapter of Society educational initiatives (Schools for Africa)
3. Law and Policy Committee - Informs the chapter of legislative issues.
4. Finance Committee - Prepares the annual budget for the chapter; works with the Treasurer on chapter financial concerns.
5. Membership Committee- Promotes member recognition and biographical updates; promotes and presents new member nominations; participates in the Orientation of new members; reports Form 6
and Form 2 annually.
6. Nominations Committee- Prepares a slate of officers for the new biennium; conducts installation ceremony for new officers. Previous presidents of the chapter serve on this committee.
7. Scholarship/World Fellowship- Informs the chapter about Delta Kappa Gamma scholarships available to members; informs the chapter about Society activities and opportunities throughout the
world, such as international conventions.
ARTICLE VII: AREAS OF ACTIVITY
A. Meetings
1. Regular chapter meetings will be held a minimum of 4 times per year.
2. A quorum for business meetings will be 12 members.
3. Matters needing immediate action may be voted upon by mail or electronically. A majority vote of chapter members is required for this action. Ratification of mail voting must be made at the next face-to-face meeting.
4. No proxy voting.
5.. Executive Board meetings will be held twice a year or as necessary to accomplish tasks requiring immediate attention. All chapter members will be notified of executive meetings.
6. A website will be maintained by the Communications & Publicity Committee and updated four times per year to include topics of meetings. The president will approve all postings.
7. The president and vice president or co-presidents will distribute meeting information to chapter members and the regional director by electronic and postal mail.
8. Meetings may be held face-to-face, through electronic communications, or a combination of the two, as long as all participants have simultaneous communication.
B. The President’s Pin
According to International policy, the chapter President’s pin will be presented at the time of her installation.
C. Teacher Grants
The chapter will award grants to teachers as directed by the Educational Excellence Committee
ARTICLE VIII: PARLIAMENTARY AUTHORITY
The chapter will follow Roberts Rules of Order.
ARTICLE IX: AMENDMENTS
Rules may be adopted or amended by a majority vote of the chapter as the need arises. The Secretary will notify the membership of rules changes.
ARTICLE X: DISSOLUTION
1. The chapter will obtain North Carolina State Organization authorization approval prior to any action on dissolution.
2. Transfer of members from the chapter will follow international procedures.
3. Funds remaining in chapter accounts will be remitted to the NC DKG treasurer. The chapter charter, paraphernalia, and records will be delivered to the NC DKG organization.
