People refers to the relevant stakeholders who assume the task of gender mainstreaming. Although policy frameworks, enabling mechanisms and gender-integrated projects and programs are critical components to successful linkages and mainstreaming efforts, without committed human resource, the goal of the organization towards gender mainstreaming will never be realized.
With this, the Davao City Water District (DCWD) ensures that the following are involved especially in ensuring a gender-responsive environment:
GAD champions among top management who actively support the gender mainstreaming program;
Recognition of GAD Focal Point System and staff members as GAD experts;
Internal and external clients who are able to participate in the planning, implementation, monitoring and evaluation of programs, activities and projects.
In order to capacitate them, DCWD, with the support of the top management, conducts various GAD related training and workshops especially to the selected GAD Focal Point Systems (GFPS) and key persons of each department to raise awareness and competence in Gender and Development (GAD). Moreover, DCWD maintains and continuously trains accredited Philippine Commission on Women (PCW) and Civil Service Commission (CSC) GAD Resource Persons who are not only committed to capacitate the members of our internal organization but also to our partner agencies and communities.
