In order to fulfill the mandate in providing Gender and Development (GAD) related technical assistance (TA) and capacity-building activities, DCWD supports PCW in capacitating the members of GAD Focal Point System (GFPS) and other staff members in order to be levelled-off on GAD related concepts, mandates, framework, tools and procedures, based on the modules designed by PCW.

Enhancing the capacity of DCWD GFPS members to lead the gender mainstreaming activities and GAD initiatives of the organization underscored the importance of conducting GAD related training and workshops. With the aim of intensifying GAD in all projects and programs, DCWD has conducted a Training Workshop on GMEF and HGDG last December 11-13, 2017. This was then followed by GAD Agenda (2019-2020) Workshop last August 14-15, 2018 to review and re-calibrate the DCWD GAD Agenda in line with the mandated Guidelines.

Both activities were successfully conducted having a total of forty-five (45) participants receiving capacity development, technical assistance/support from the experts to craft and implement gender-responsive policies, plans, programs and activities for the betterment of DCWD and its external stakeholders.

The Gender Sensitivity Training is an initial effort of DCWD in raising awareness on basic gender concepts and their effects to individual. This training helps also in identifying manifestation of gender bias at home, in the workplace, and in the community and how to respond to the existing gender issues.

As a gender-responsive agency, DCWD is committed to provide training and orientation that will help employees further understand gender-related concerns and develop sensitivity in dealing with their opposite sex. A Gender Sensitivity Training (GST) was first conducted last 2018 in DCWD wherein thirty-nine percent (39%) of the total number of DCWD employees underwent the said training (see attendance inventory). This was followed by another conduct last 2019 (see project design).

As for 2020, during the pandemic, face-to-face meetings were highly discouraged. But this does not stop DCWD from continuing their vision to achieve a hundred percent (100%) gender-sensitized employees. Hence, a GST was conducted virtually using the Zoom Platform (see project design) wherein an additional one hundred twenty-three (123) employees successfully attended (see Attendance Inventory). For 2021, the same will be followed and shall happen on September 3rd week (see DCWD training calendar for 2021).

Last November 2016, DCWD conducted Gender Audit SWOT Analysis meeting with the GFPS members. The objective was to discuss the need for participatory research and gender analysis in the community, concepts of GAD mainstreaming, and preliminary plans for integrating GAD in the project design and programs per department. The said event was successfully conducted wherein the main participants were the GAD Focal Point System and Technical Working Group.

The 1st Gender and Development (GAD) Summit for Local Water Districts (LWDs) with the theme "GADify: Bridging Gender Gaps. Accelerating Gender Mainstreaming" was spearheaded by DCWD. This 3-day summit was held in Pinnacle Hotel, Davao City last March 10-12, 2020 where hundreds of participants coming from different LWDs have attended. GAD SMERs and experts from DCWD and PCW were invited to speak and orient the participants on relevant and most recent gender and development (GAD)-related policies, guidelines and tools that must be implemented and utilized at the regional and local levels.

Gender Analysis refers to the variety of methods used to understand the relationships between men and women, their access to resources, their activities, and the constraints they face relative to each other. It provides information that recognizes that gender, and its relationship with race, ethnicity, culture, class, age, disability, and/or other status, is important in understanding the different patterns of involvement, behaviour and activities that women and men have in economic, social and legal structures.
