Davao City Water District - Enabling Mechanism

DAVAO CITY WATER DISTRICT promotes various GAD campaigns and advocacies to raise awareness, enjoin, and encourage all our stakeholders to integrate GAD in the organization's mechanism. This mechanism refers to the systems and mechanisms installed in the organization and the funds allocated for GAD activities such as the GAD Focal Point System and Knowledge Management System. Enabling mechanisms can be GAD Funds Audit of the Commission on Audit, which greatly helped in ensuring the institutional compliance to the minimum 5% utilization of the GAD budgets of government agencies and local government units.

With the allocated GAD funds and other enabling mechanisms, specific programs -- both women-specific and gender-integrated were developed and implemented by DCWD. The success of these gender mainstreaming efforts depend, to a large extent, on the resources allocated and the mechanisms that are institutionalized to implement it.

SETTING UP OF ESSENTIAL GAD MECHANISMS

In accordance with Magna Carta of Women Implementing Rules and Regulations (MCW IRR), DCWD has created and reconstituted GFPS and similar GAD mechanisms in the office and its attached agencies (see memorandum). With this mechanism, DCWD has initiated some exploratory activity/activities with PCW, other organizations and/or individuals to facilitate gender mainstreaming, mainly:

GAD Summit spearheaded by DCWD in coordination with Philippine Commission on Women (PCW) and Local Water Utilities Administration (LWUA);
Crafting of GAD Policy Framework with Mindanao Development Authority; and
GAD Attribution/GA with Integrated Gender and Development Division (IGDD)

For mode of verification (MOVs) and collection of sex-disaggregated data or gender statistics from these different GAD activities, DCWD has initiated in developing intake forms such as attendance sheets, profile forms, thematic analysis, and other list of information from client beneficiaries, service providers and partners that can be sex-disaggregated.

FUNCTIONAL GAD MECHANISMS

All GFPS members in DCWD handles significant positions in the organization which sometimes limit them to perform all the functions as GFPS based on the provisions of guidelines issued by relevant oversight agencies. However, their support to GAD advocacies and initiatives is never-ending. In fact, the top management including the Technical Working Group are always on the frontline in helping the GAD Unit achieve the desired level of gender mainstreaming in DCWD.

Aside from the creation of GFPS, DCWD has also established other GAD Mechanisms specifically:

Currently, there are numerous GAD mechanisms established in DCWD and the latter has to utilize 5% or more of the total GAD budget to implement GAD PAPs in DCWD and to its external stakeholders (see DCWD's GAD Plans and Budget and GAD Accomplishment Reports).

ADVANCED GAD MECHANISMS

Presently, GAD mechanisms of DCWD are fully functional which resulted into numerous projects through the networking efforts of DCWD and evolving partnerships with other agency. In fact, DCWD's partnership with Department of Social Welfare Development (DSWD) resulted into the establishment of a communal toilet facility in Brgy. Tambobong which helps eliminate open defecation and avoid the possibility of sexual harassment especially for women and children.
