In paving the way for the protection of women and men to create a healthy working environment, the government directed the creation of the Committee on Decorum and Investigation (CODI) of Sexual Harassment Cases in all government agencies as per Republic Act 7877 also known as the Anti-Sexual Harassment Act of 1995, and the Civil Service Commission's (CSC) Resolution No. 01-0490 dated May 21, 2001 known as the Administrative Rules on Sexual Harassment Cases.

As an agency promoting human rights, DCWD established its own CODI as a mechanism in preventing sexual harassment cases or any form of discrimination in DCWD. It was hereby approved through OM No. GAD-20-1125-01 issued last November 25, 2020.
