(Kansas City, Kan., April 18, 2006) – The U.S. Environmental Protection Agency today withdrew its proposal to add the Sunflower Army Ammunition Plant in DeSoto, Kan., to the National Priorities List.
EPA withdrew its proposal because the Kansas Department of Health and Environment has agreed to be the lead agency for oversight of site cleanup actions by the site owner under a Kansas consent order. The work was previously done under a Resource Conservation and Recovery Act corrective action permit. The permit has been deferred to the state consent order.
The Superfund National Priorities List is a listing of hazardous waste sites that have the highest national priority for cleanup. The site was proposed in February 1995.

Property Highlights
Properties are vacant. A Phase I Environmental Site Assessment (ESA) and Hazardous Materials Survey were completed in September 2020. Recognized environmental conditions (RECs) were identified concerning former filling stations, garages and dry cleaners in the vicinity. The Hazardous Materials Survey identified substantial quantities of asbestos-containing materials (ACM) in floor tile and ceiling texture throughout the building, extensive mold and roof leaks, and a small quantity of lead-based paint (LBP).
This project is led by Groundwork Northeast Revitalization Group (Groundwork NRG). The goal of the Northeast Area Food Hub is to plan two community-led projects intended to increase access to and consumption of locally grown food in the Northeast Area of Kansas City, Kansas (KCK). This proposal builds upon previous community efforts and incorporates an evidence-based approach to address a lack of local food access for over 20,000 residents. A third component seeks to connect local growers, wholesale distributors, and community stakeholders to participate in the planning of the Northeast Area Food Hub. The intent is to serve the Northeast KCK area, a food desert that affects over 20,000 people.
Vision for the site
"This project, lovingly named Northeast Grocers, is a key initial step in reviving the livability of Northeast KCK. The Northeast Grocers planning team consists of HNMA staff, Unified Government Commissioners and staff, YouthBuild KCK staff, Dotte Agency staff, the Black Firefighters Association (PRIDE), NEAMP community liaisons, and other invested residents and business owners. The location of this project is 1726 Quindaro Boulevard Grant funding was used to clean out the building of inventory left by the previous business and update the electrical and plumbing.
Approximately 165 volunteers committed 476 volunteer hours in cleaning out the building and over 15 tons of trash were hauled away from the project site. The theme of this project if “Let’s Do it Again”, which honors the realities that at one time, Quindaro was a vibrant and bustling corridor with many retailers. This project is providing Northeast KCK with an invaluable jumpstart in managing their own food supply while improving the economic, social, and physical conditions of a key part of Quindaro Boulevard."
