Composition

• 8 seats, each with a 3 year term

• 2 people from social work profession, 1 from mental health profession, 1 from public education profession  

• 4 at large selected by town councilors

• No more than 2 can be current or former law enforcement officers

Duties

• Provide a third party for the public to report grievances regarding interactions with the SCPD

• Grievances will be handled through existing channels

• The CAB will receive a report on how the grievance has been addressed

• The CAB will issue a written report to the town council on how a grievance has been addressed

Give a quarterly report to the town council based on:

• Analysis of local crime/arrest statistics

• Communication with similarly situated communities

• Research into nationwide best practices

• Input from the community

Advise the town manager on the hiring of the chief of police and on the drafting of police union contracts.
