Composition
8 seats, each with a 3 year term
2 people from social work profession, 1 from mental health profession, 1 from public education profession
4 at large selected by town councilors
No more than 2 can be current or former law enforcement officers
Duties
Provide a third party for the public to report grievances regarding interactions with the SCPD
Grievances will be handled through existing channels
The CAB will receive a report on how the grievance has been addressed
The CAB will issue a written report to the town council on how a grievance has been addressed
Give a quarterly report to the town council based on:
Analysis of local crime/arrest statistics
Communication with similarly situated communities
Research into nationwide best practices
Input from the community
Advise the town manager on the hiring of the chief of police and on the drafting of police union contracts.
