Whilst the movie does revolve around the privacy and the information there is not such involvement from the government as there is from private corporations which are the ones to use the inception technology. The movie pictures a world in which big corporations (which could be compared to governments) can get access and manipulate private information of other individuals. The movie shows a direct access to the individuals private thoughts. While that is not a thing, nowadays governments and corporations have access to completely legal technologies and sources, such as phone metadata, internet activity tracking and surveillance cameras, which violate our privacy daily. In the end even though the government has access to our private data in the name of security, it raises an ethical question: should we demand more privacy or accept that authorities have access in order to maintain safety? Inception reminds us that unseen intrusion has consequences on the individual.
