Two organizations were formed in 1967. One is the legal owner of the deeds for Lake Page and the surrounding property, and is referred to as CFRA, Inc. The other is a civic association for the betterment of Crestwood Farms, and is referred to simply as CFRA.
From the minutes of the 1967 organizational meeting:
Two organizations are necessary in order to have property properly added for group benefit. There must be a legal entity to receive the deed and this entity is a non-profit organization with no membership. It is the trustee group.
The other organization is a civic association which is the action arm of the legal entity. They receive dues, spend money and vote. The legal entity must be non-profit because of taxes. They hold the deed and veto power. The residents association can be organized and make plans at any time but only the incorporated group can receive the deed.
There are up to 15 trustees of this legal entity and no members. The Bylaws of this and the civic association are available in the Resources section of this website.
