Ever notice how realtors always include Lake Page when they’re listing properties in Crestwood Farms?
“Within walking distance to Lake Page where residents are able to enjoy a picnic, kayaking, canoeing and fishing.”
That’s because our 7-acre lake adds value to all of our homes. A focal point in the neighborhood, it’s where we gather for social events, like the Big Fry, Food Truck Night and the Pig Roast. It’s where we go to enjoy wildlife, like the great blue heron, mallard, osprey, belted kingfisher, American bald eagle, largemouth bass, painted turtle, and countless other species.
This year, we’re asking residents to help preserve Lake Page so future generations can enjoy this gem as much as we do today.
In 2017, the civil engineering firm Bander Smith inspected the dam at Lake Page and made recommendations to maintain its structural integrity. With existing funds donated to the Lake Page account, we completed the first 3 recommendations below. But now it’s time to tackle number 4.
1. Regrout joints in outflow concrete pipe. $8,000 completed 2020
2. Repair hole in primary riser. $2,000 completed 2020
3. Replace the riser trash rack cover. $2,000 completed 2022
4. Replace metal outflow pipe and backfill eroded areas at the outflow pool.
Given the number of large storm events that have occurred and will continue to occur, the corroded outflow pipe (circa 1960) is at risk of collapsing. If we do not replace it and stabilize the eroded embankment, this area will continue to degrade and could lead to even larger problems, like a dry lake, which would be an exorbitant expense to repair.
Exact Stormwater Management specializes in lake and pond repair, completing 6-9 projects a year in neighborhoods and private properties throughout Virginia. Below is their two-phase plan to repair the lake’s outflow pipe.
Scope of Work: Lake Page Stormwater Project (5-7 days)
Cost: $39,170.00 (fixed fee)
Phase I
Build an access trail to transport machinery to the work area.
Lower lake level approx. 1 ft. to get the work area dry.
Sawcut existing pipe to get a clean end to tie into.
Regrade washout area underneath outlet pipe.
Haul in and place compactable fill dirt into the washout area.
Compact fill dirt to match surrounding grade.
Phase II
Dig anchor trench for Concrete Canvas (concrete-filled geosynthetic) to stabilize the area and prevent erosion.
Install Concrete Canvas, which has a lifespan of 120 years+.
Hydrate Concrete Canvas once installation is complete.
Install a new section of pipe and connect to the existing pipe stub end.
Clean work area of all materials and debris.
State law places the responsibility for maintaining the dam and ensuring it’s safe with the neighborhood that owns it. We explored public funding for the repair, but because of the private nature of the dam, neither the county nor the state can spend money on it. The outflow pipe has held up for 60+ years with very little cost to the neighborhood, but now we have to turn to our community-minded residents for support.
There are 260 homes in Crestwood Farms. If every household donated $150, we would easily have the amount needed to fix the dam, but realistically, this may be a stretch when only about half of households pay their annual $25 CFRA dues.
