This episode details my technical contribution as Site Supervisor to a residential urban infrastructure development, aimed at delivering fully-serviced land for Stage 1 of the Lot 349 Kearsley Road subdivision in Denmark, Western Australia. Providing 44 residential lots with road, drainage, water, sewerage, power and communications infrastructure.
The project entailed bulk earthworks and site preparation, construction of roadworks to MRWA standards, installation of stormwater and underground drainage networks, sanitary sewer and potable water reticulation under Water Corporation requirements, underground electrical reticulation and street lighting to Western Power standards, and communications conduits under NBNCo requirements.
The project was delivered by MC Civil Contractors for RC Developments, under the design and superintendence of TABEC Pty Ltd, with a total original contract value of USD 5,081,684 (excl. GST) plus variations, and an indicative completion time of 39 weeks (variable) from site possession.
My responsibilities include, but are not limited to:
Leading the delivery of residential subdivision and civil infrastructure works, ensuring safety, quality, and budget compliance.
Managing bulk earthworks, road pavements, stormwater drainage, sewer, water, and power reticulation.
Supervising subcontractors and site teams to ensure compliance with design drawings, contract specifications, and Australian Standards.
Preparing detailed cost estimates, Bills of Quantities (BOQs), tender packages, and feasibility assessments.
Producing shop drawings and construction methodologies to improve constructability and reduce rework.
Ensuring compliance with the Work Health and Safety Act 2020 (WA) and WorkSafe WA regulatory requirements; preparing and implementing Safe Work Method Statements (SWMS) for high-risk activities.
Implementing quality assurance systems (ITPs, inspection records) and coordinating site inspections and third-party testing.
Coordinating works programme, resource allocation, and on-site logistics to deliver projects on time and within budget.
Preparing and supporting works certification and progress claims, in coordination with the Superintendent, for sign-off and payment purposes.
Rock excavation in drainage works
Sections of the drainage network required excavation through rock, increasing the risk of program delays and cost overruns on the earthworks and drainage scope.
Redesigned the affected sections as a lined surface table drain over rock, coordinating the revised CAD drafting (AutoCAD/Civil 3D) with the design team to keep the drainage solution buildable without disrupting the broader earthworks sequence.
High water table
Areas of the site presented a high water table, posing risks to excavation stability, compaction quality, and the integrity of underground services installation (drainage, sewer, water reticulation).
Adjusted construction methodology and sequencing for the affected areas, coordinating with the design team on dewatering and staging works to maintain compaction and certification standards despite groundwater conditions.
Project design modifications
Changes to the original design were required as site conditions were confirmed during construction, creating a risk of disruption to the works program and certified progress claims.
Coordinated design modifications directly with the Superintendent (TABEC Pty Ltd), ensuring variations were documented, substantiated, and reflected accurately in works certification and progress claims to keep the project on program.
Quality control across multiple work fronts
With bulk earthworks, pavement layers, and underground services proceeding simultaneously across a 44-lot site, ensuring consistent quality certification without delaying the works program was a key risk.
Implemented a structured quality assurance system (ITPs, hold point registers, geotechnical NDM/MDD testing) scheduled ahead of each work front reaching its hold points, keeping certification records audit-ready and supporting timely sign-off and progress claims.
Thanks to these actions, it was possible to stabilise the excavations, guarantee the verticality of the piles and carry out the concreting without contamination or loss of volume. Integrity tests confirmed that all structural elements were within the expected technical tolerances, thus ensuring the reliability of the transformer station foundation.
Supervised delivery of civil infrastructure and bulk earthworks for a 44-lot residential subdivision, in compliance with MRWA, Water Corporation, Western Power and NBNCo standards.
Resolved unforeseen ground conditions (rock excavation, high water table) through redesigned drainage and adjusted methodology, keeping the works program on track.
Maintained an audit-ready quality assurance system (ITPs, hold points, geotechnical testing) across multiple concurrent work fronts.
Processed Requests for Variation (RFVs) and coordinated design modifications with the Superintendent, ensuring accurate certification and progress claims.
Strengthened communication with the Shire of Denmark and utility authorities, reducing approval delays.

ABOUT THE PROJECT
The works are currently in progress, under a contractual program of approximately 9 months (39 weeks) from site possession, delivered under a Lump Sum Contract and coordinated with the Superintendent (TABEC Pty Ltd) to meet hold point milestones and certification requirements.
The site presents technical constraints including localised rock excavation and a high water table. Preventive actions — redesigned surface drainage, terrain levelling and controlled compaction — have been implemented from the early stages to ensure trafficability of vehicles and equipment and the stability of road and services infrastructure.
Through rigorous technical supervision and structured quality control (ITPs, hold point registers, geotechnical testing), design variations are being captured and substantiated through Requests for Variation (RFVs), keeping progress claims and works certification aligned with the contract program.
ABOUT ME
I joined this project, currently in progress, after relocating to Denmark, Western Australia to take on the role of Site Supervisor with MC Civil Contractors on a residential subdivision requiring high technical demand. This experience presented a significant challenge, as I had to quickly adapt to Australian regulatory standards (MRWA, WorkSafe WA, Water Corporation, Western Power) while operating under the supervision of a locally registered engineer, in a country and construction system different from the one I trained in.
This process is allowing me to apply my prior experience in drainage, geotechnics, technical regulations and works planning on-site, while reinforcing my adaptability, technical discipline and commitment to managing complex projects in this new professional context.
