As an update, at the Board of Commissioners' meeting on September 23, 2025, the Commissioners voted 4-1 to deny the Flybridge proposal, denying both the amendment to the Future Land Use Plan Map and the requested rezoning. This follows the unanimous Planning Board vote of 6-0 where the advisory board recommend denial of the Flybridge proposal at their September 2, 2025, meeting.
Olivia Wolfson reported on the 9/23 BOC meeting results, noting this is the 2nd time the Commissioners voted against the Flybridge proposal this year.

Timmons Group, the Town's traffic engineer, reviewed the revised Flybridge Traffic Impact Analysis (noted it was not sent until 9/17). Key findings: the updated study has yet to be thoroughly reviewed and several of the intersections will remain grade D or C even with improvements (read: they will still be bad). Additional recommendations for the Hwy-24 and Queen's Creek Rd. intersection are made but again, will only make it a grade C/D.

The article presented both sides: developers pitching Flybridge as a positive step for growth and housing, and residents countering with data and lived experience that suggest the project could overwhelm infrastructure, endanger safety, and harm the town’s character. I hope the Commissioners listen to the concerns of residents. This will be voted on by the Board of Commissioners at their next meeting, Tuesday, September 23rd, at 6pm at Town Hall.

We encourage you to review the full Flybridge proposal included in the Planning Board packet, as shared here, as not all details will be covered during the meeting. Pay particular attention to the assumptions and estimates used to justify claims such as Swansboro’s need for more “affordable housing,” the promise of “additional revenue,” and the development’s supposedly minimal impact on wetlands and traffic. These assertions run counter to both common sense and the lived experience of our community. Please attend the Planning Board meeting on Tuesday, August 5th at 5:30pm. Wear a white shirt to show your opposition to the Flybridge development.
This study was paid for by the Flybridge developers. It has several inconsistencies when compared to the proposed development plans (306 vs. 324 apartments). The methodology used to estimate current and future traffic volumes, population growth assumptions, and overall traffic impacts warrants close scrutiny. Proposed road improvements should also be carefully evaluated and compared to best practices and similar large-scale developments.
We recommend a close reading of the Land Use Plan alongside this legal opinion of Flybridge's hired lawyer, as some interpretations appear to extend beyond the language and intent of the text.
This study was funded by an industry group, so readers are encouraged to review it critically and consider the potential for bias in the assumptions and conclusions.
The key takeaways shared by Flybridge from the 7/28 community meeting, in our opinion, largely minimizes or outright dismisses the concerns voiced.
