The Boston Project, a notorious crime organization originally based out of Boston, has moved their operations to New York City after growing bored of the competition they faced in New England. To analyze their future adversaries and weed out any weak links, The Boston Project compiled incriminating evidence against several of the most notorious malefactors within city limits. After securing enough information to threaten the security of their foes, The Boston Project sent the following notice to each of their headquarters:
“Dear fellow Criminal Enterprises,
To determine which syndicate is worthy of remaining within the five boroughs, you have been tasked with the following challenge. By five o’clock tomorrow morning, have one of your representatives arrive at the southwest corner of Time Square. Here, said representatives will enter taxis and race across the city toward a checkpoint located just beyond NYC’s borders. Having arrived at the checkpoint, representatives will find safes containing all incriminating evidence against their respective organizations. The first person to reach the checkpoint and unlock their safe will prove their worth as a criminal and ensure the safety of their partners. All others will be doomed to imprisonment by the federal government. Your representative will be closely monitored throughout their travels, so don't even THINK about cheating. Good luck.

Upon receiving this message, some syndicates become worried and confused, while others figure the letter as a practical joke. Nevertheless, each organization sends a member to the designated location. Eight criminals arrived at Time Square the next morning (see Characters).
