3 December 2019 (Quezon City) – Some 100 government chief information officers (CIOs), ICT managers and executives, members of the CIOF Foundation Inc., and top officials of the Department of Information and Communications Technology (DICT) gathered at Novotel Araneta Center today for the 4th General Membership Meeting and Conference of the Chief Information Officers Forum Inc. (CIOF) which highlighted the theme “Digital Philippines: Mainstreaming eGovernment Master Plan 2022.” This, despite storm signal number 2 accompanying Typhoon Tisoy.
The keynote message of DICT Secretary Gregorio B. Honasan II was relayed to the delegates by DICT Technical Advisor Jovencio ‘Chito’ Kintanar, who said that the Secretary had to attend to emergency requirements for government’s response to Typhoon Tisoy.
The keynote message was followed by interesting lectures from global speakers: “One-Connected Government” by Richard Amer, Industry Director for Public Sector of Unisys; and “Smart Cities for Digital Philippines” by Andres Ortola, Country General Manager of Microsoft.
A lively panel discussion on “EGMP 2022 – Bridge to Digital Philippoines” was moderated by DICT’s Alberto Salvador Jr. and joined by DICT Director Rior Santos who tackled “Digital Governance, Digital Economy, and Digital Society,” with Bon Moya, National Technology Officer of Microsoft, and Richard Amer of Unisys focusing on “Industry Perspectives on eGMP 2022 and Digital Philippoines.” The panel discussions bridged the government’s re-energized eGovernment Master Plan 2022 into the administration’s vision and roadmap for a Digitial Philippines.
Further insights on EGMP 2022 were offered through the following appreciations talks: “Secure CyberSpace for Filipinos” by Daphne Chee of Unisys; and “Moving Payments from a Tri-cycle Journey to the Kitchen Table” by Michael Smith of WhiteSky Labs.
The traditional Christmas CIOF and CIOF Foundation Fellowship followed immediately after the conference, where some 50 industry partners were honored in thanksgiving for supporting throughout the year the CIOF/CIOFF Conferences and National ICT Summit. (vmg/20191212)

The Chief Information Officers Forum (CIOF) and the Department of Information and Communications Technology (DICT) will hold a round-table discussion (RTD) on “Procurement Models of Cloud Services” on 30 October 2019, 8:30am-4:30pm at the UP National Engineering Center, UP Diliman, Quezon City.
Some 30 participants from key stakeholder agencies are expected to share their concerns and experiences with procuring cloud services. Attendees are expected from Department of Budget and Management Procurement Service (DBM-PS), Government Procurement Policy Board (GPPB), Commission on Audit (COA), and DICT.
R.A. 11032 (“Ease of Doing Business and Efficient Government Service Delivery Act of 2018”) and R.A. 11055 (“Philippine Identification System Act of 2017”) mandate government services to be available online by 2020 at the latest, per implementation schedule of R.A. 11055.
As early as 18 January 2017, DICT Department Circular 2017-002 was issued “Prescribing the Philippine Government’s Cloud First Policy,” making the country one of the pioneers in ASEAN to adopt a cloud policy framework. But operationalizing the policy is problematic. Several government agencies find it hard to migrate their frontline services to the cloud due to difficulties in procuring cloud services.
Recently, GPPB provided relief by amending provisions of WETI (water, electricity, telephony, internet) to incude cloud under internet services, making easier for agencies to renew (no more bidding); under WETI, agencies can increase or decrease capacities while contract remains active. But first procurement remains a problem.
In this light, CIOF’s Committee on Policy and Research is teaming up with DICT to conduct a series of RTDs to explore modalities of procuring cloud services in parallel to R.A. 9184.
The ultimate objective is to enable more agencies to put more frontline services online. The series of RTDs will explore additional possibilities of cloud procurement, including: (1) Declare cloud services as part of goods and services (infra as a service); (2) Modes of procuring the ML/AI aspects of cloud services; and (3) GPPB ordering agreement with cloud service providers, with agencies just ordering from PS. 19 Sept 2019 (Quezon City) -- Mixed reactions greeted over 100 government chief information officers (CIO) and information technology (IT) managers as they met for the 2019 3rd General Membership Meeting and Conference of the CIO Forum (CIOF) last 18 September at new Park Inn by Radisson at SM North EDSA Complex here.
Opening glitches associated with brand-new hotels delayed the conference for about two hours, right in the middle of the keynote message delivered by Assistant Secretary Emmanuel Rey Caintic on behalf of recently-confirmed Secretary Gregorio B. Honasan II of the Department of Information and Communications Technology (DICT).
Theme of the conference was "Securing Citizen-Friendly Government Online Services," the third in a yearlong series of discussions on "Strengthening Government Data Platforms and Services."
The delegates represented over 30 agencies, including: Baguio General Hospital and Medical Center, Bureau of Internal Revenue, Bangko Sentral ng Pilipinas, Cooperative Development Authority, Commission on Filipinos Overseas, Department of Agriculture, Department of Budget and Management, Department of Environment and Natural Resources, DICT, Department of National Defense, Department of Public Works and Highways, Department of Energy, Department of Trade and Industry, Government Service Insurance System, Housing and Urban Development Coordinating Council, Insurance Commission, Land Bank, Light Rail Transport Authority, Mandaluyong City, National Power Corp., National Electrification Administration, National Food Authority, Presidential Communications Operations Office, Philippine Deposit Insurance Corporation, Philippine Economic Zone Authority, Philippine Guarantee Corp., Philippine Reclamation Authority, Securities and Exchange Commission, Social Security System, Saint Lukes Medical Center, and Tariff Commission.
Discussions revolved around online government services that comply with the 'Ease of Doing Business' (EODB) law while ensuring security and data privacy. Local EODB initiatives were presented by representatives from Quezon City and Taytay, Rizal.
DICT's roadmap and thrusts for the next three years, including the national broadband plan, the eGovernment Master Plan 2022, and updates on the Philippine ID system were also presented.
CIOF President B. Elizabeth E. Yap officiated the oath-taking of four new regular and one associate members of CIOF.
The quarterly gathering was organized by sister organization CIOF Foundation (CIOFF), with a joint CIOF-CIOFF project management team coordinating the undertaking.
The event was supported by industry partners such as Fortinet/VST, Eastern Communications, Globe Business, AltHash/HTMLCoin, Ardent Networks, and American Technologies Inc.

Quezon City (June 30) -- Over 400 delegates trooped last 25-26 June 2019 to Novotel Manila Araneta Center to celebrate National ICT Summit 2019 as the culminating event of June as the annual National ICT Month.
The delegates were composed of government CIOs, ICT managers and executives from national government agencies, LGUs, SUCs, electric cooperatives, and other concerned sectors.
The Summit revolved around the theme “Accelerating Government Digital Transformation” (#SeeICTDifferently) to highlight the urgent need for government to level up its digital transformation journey amidst the increasing digitalization of the global economy.
The event also addressed the local challenges of government data integrity and reliability for mobile services involving payments, passports, civil registries, health, education, elections, and other frontline services. Topics revolved around digital transformation framework, data-driven social services, new and emerging technologies, LGU digital transformation experiences and best practices, and innovative market-place solutions for government digitization.
The success of the event followed in the wake of last year’s NICT Summit in Davao City with no less than President Duterte as keynote speaker.
The event was jointly organized by CIO Forum and CIOF Foundation in close coordination with DICT, which issued on 24 May department circular 2019-001 enjoining government agencies and instrumentalities to participate in the annual month-long observance of June as National ICT Month per presidential proclamation 1521 series of 2008.
A total of 124 delegates from electric cooperatives throughout the country comprised the biggest group among some 400 attendees to the 2019 National ICT Summit held 25-26 June at Novotel Manila Araneta Center. This huge attendance was facilitated by the NEA Memorandum to ECs 2019-030 issued by Administrator Edgardo R. Masongsong enjoining participation and attendance in DICT-initiated events celebrating National ICT Month.

March 28 (Thursday) is our 2019 First CIOF General Membership Meeting and Conference at Sapphire B, Crowne Plaza Hotel on Ortigas Center.
As promised, we will have timely and relevant discussions on the role of Enterprise Architecture and Public Financial Management (PFM) towards sustaining the government’s ICT roadmap, especially in the face of both man-made and natural disasters confronting the Philippines. We expect vibrant sharing of experiences and insights on the pilot implementation of PFM flagship project Budget and Treasury Management System (BTMS). And in addition, we will have our customary tech updates from industry partners.
It is also important to note that we are conducting our Conference almost in parallel with the AEA (Association of Enterprise Architects) two-day workshop which opens today at the same venue. In fact, their sponsors are inviting CIOF GMM participants to also visit their booths and drop their calling cards for gifts or raffle prizes.

Greetings from the CIOF Board of Trustees!
We embrace 2019 with a more passionate commitment to work closely with DICT and with our partner organization CIOF Foundation, our industry partners, and other stakeholders to help accelerate the digital transformation process in government.
This is imperative if our country must keep pace with global developments and still secure a decent future for our people as articulated in Ambisyon Natin 2040 and its promise of a comfortable life for our citizens.
It is vital for us incumbent government CIOs to mobilize ourselves under the auspices of the CIO Council envisioned by Republic Act No. 10844 of 2016. To this end, CIOF will work closely with the DICT Secretary for the immediate activation of the CIO Council and the sectoral and industry task forces likewise mandated by by R.A. 10844.
We expect our government CIOs to be more active not only with CIOF but with their agency ICT initiatives in close coordination with DICT’s programs and thrusts, the better for us to achieve more synergy. For instance, as DBM rolls out the Budget and Treasury Management System (BTMS) throughout the bureaucracy within six months, the active support of CIOs will help BTMS’ smooth integration into government operations.
For 2019, we hope to institutionalize active sharing by CIOF members of agency best ICT practices during our quarterly general membership meetings and the National ICT Summit in June 2019.
