There is no residency requirement for a couple to get legally married in Australia. Â All requirements are the same as for Australians to get married.
A NOIM signed outside Australia must be signed in the presence of one of the following:
an Australian Diplomatic Officer
an Australian Consular Officer
a notary public
certain designated officers (ask your Celebrant for details)
A NOIM signed outside Australia cannot be witnessed by an authorised celebrant.
