Progress Update
All data has been downloaded and the coverage area shapefile is ready to be analyzed. The complaint points table still needs to be added to the map using XY tool and then checked for outliers and duplicates. Data for the basemap and streets/roads will be determined as the project progresses and I understand the Network Analysis tool better.
Data Limitations
The location of specific work stations for Wildlife Damage Specialist could not be provided for concern over privacy issues so locations will have to roughly estimated based on a map image provided with stars for their locations. I may also look into Game, Fish, and Parks buildings and see if there is one for every district.
