The Coalition for Affordable Housing submitted a detailed proposal and financial study detailing the creation of approximately 300 affordable housing units on three acres of the site. The affordable housing targets households at or below 60% Area Median Income (AMI). The study and its accompanying resolution were submitted in January 2026.
Status: Durham County and the Durham School Board is reviewing the proposal for further consideration.
The Coalition for Affordable Housing, in partnership with the University of North Carolina at Chapel Hill, as an extension of the original project begun with the North Carolina Central University, is sponsoring a research study investigating the role of Durham's affordable housing organizations in developing the transit equity area strategy.
Status: Phase I of the project was completed on July 1, 2025. Phase II of the project was completed in January 2026. More information is forthcoming.
The Coalition's "505 Coalition" is leading the community collaboration effort with City Council, city government staff, and partner organizations to ensure that below-market-rate affordable housing is included in future site plans.
Status: Durham City Council approved its support of the community-involved 505 Taskforce established in partnership with the city government. A total of 80 affordable housing units are formally in the development plans for the site.
After a delay due to the 2020-2022 pandemic, Durham residents had their residential and commercial properties reassessed for 2025 tax purposes. CAHT focused on assisting low-income and underserved homeowners whose property taxes increased beyond their household income.
Status: CAHT successfully completed its assistance in training 300 residents about the tax appeal process. The effort resulted in over 250 residents applying for property tax appeals. The next tax appraisal year is targeted for the 2029 calendar year.
CAHT's Policy Committee members spent 2024 pushing for and communicating the property tax assistance program to one of Durham's most vulnerable subpopulations: low-income elderly homeowners. The creation of easy-to-understand informational flyers and a hands-on training program for the support organizations wishing to help with this initiative was completed in 2024. CAHT received positive feedback from various parts of the Durham community about the effort's success.
Status: Durham saw a 26% increase in program applicants ( i.e., a total of 777 approved applicants) in 2025, partially attributed to CAHT's community outreach. The project was adopted as an annual CAHT activity, with the next effort scheduled for Spring/Summer 2026.
Durham's Unified Development Ordinance (now known as the Land Development Code) is being updated. CAHT members are working diligently to understand the new R-zoning proposal and assess its impact on affordable housing across the city.
Status: Finalization of the UDO/LDC zoning rewrite is currently on hold until further public notice.
On the north end of Durham sits one of the community's notable former shopping malls. What will its fate be now that it has been empty for several years? Will affordable housing be included in the developer's plans? Coalition supporters participated in the small area planning pilot to experience the new approach to collaboration between developers and the community. The small area plan was approved on August 18, 2025, at the Durham City Council public meeting.
Status: A new developer plans a different development proposal for the site. A final plan for affordable housing implementation is being re-examined.
After many years of debate and interaction between the community and Durham City, historic Fayette Place is scheduled to begin redevelopment in 2025. The Coalition will monitor progress on this project, which resulted from the $95M bond approved by Durham voters. Contact the Durham Housing Authority or the city's Community Development Department for more information.
Status: The final contract approval for the real estate development project was completed in January 2026. Groundbreaking is delayed, although it's still targeted for 2026. More information forthcoming.
How do health and affordable housing relate? Coalition members are supporting the Partnership for a Healthy Durham's Health and Housing Subcommittee's efforts to better understand and define the connection between health and housing.
Status: Ongoing.
The Coalition worked to support the successful Durham community approval of the Sidewalks and Streets Bond at the November 5, 2024 elections. Coalition members will continue to monitor the progress of the projects funded by the bond as a partner to Bike Durham, a supporter and close partner of the Coalition.
