With such a large land area, the biggest state in the United States by far, the State of Sierra is composed of a wide amount of biomes, from frozen tundras to dry deserts, humid jungles to temperate forests, and more. Because of how imminent climate change seems to be poised to pose danger to Sierrans and their well-being across the state, it is imperative that a plan for action be proposed sooner rather than later, and that said action be carried out with urgency.
Recent studies show that in the Pacific Northwest, wildfires due to hot summers with little rain will occur more consistently, while heatwaves and droughts in ever increasing numbers continue to dry out the American Southwest. The Province of Alaska is quickly becoming the 'ground zero' for climate change to effect the State of Sierra as permafrost sinks structures and wildfires are predicted to increase to envelop at least 120 million acres of forest. Not to mention the plight of the Province of Hawaii, most likely to be hit hard by rising tides, lack of rainfall, and increased flooding if nothing is done.
Truthfully so, as the potential for rising tides, harsher wildfires, melting mountain caps, and more in the State of Sierra grows closer to a reality with inaction, Speaker of the Assembly Brilliam J. Chaotic seeks to introduce a plan to uphold the stewardship of the Sierran environment while also avoiding the common pitfalls of typical government involvement in enviromentalism, to be announced on May 2nd, 2020.
After a long fought battle, Governor Zero passed 'ZeroCare', a universal healthcare bill for Sierra. The legislation was once lauded as a revolutionary advance for Sierrans everywhere, but positive effects from 'ZeroCare' have yet to be seen. Not only is the program largely inefficient, chronic funding headaches and budget pitfalls continue to derail 'ZeroCare' and have lead to lower treatment quality in the State of Sierra.
Even though the program is a massive liability that must be cut, Speaker Brilliam J. Chaotic recognizes that 'ZeroCare' has provided a valuable lifeline to low income Sierran families. In lieu of expanding the massive waste created by 'ZeroCare', Speaker Chaotic proposes establishing a private healthcare funding program. Rather than receiving treatment from government facilities on the government dime, citizens will be able to receive treatment from the numerous private healthcare facilities in Sierra, all while keeping their private healthcare plans by establishing a program to encourage the use of health savings accounts through employer and employee tax credits, contribution matching, and even direct cash contribution assistance from the Sierran state government.
Not only will this encourage and assist Sierrans to switch over to cheaper high deductible health plans, it will restore quality service to Sierra's damaged healthcare industry. This program will allow the Sierran government to save billions of dollars from being wasted on bureaucracy and overhead and will instead place that money into the pockets of the healthy citizens of Sierra.
Sierrans are facing a dangerous enemy in the issue of opioid abuse across the state, and the need to combat this is clear with the toll it takes on Sierran families and their communities appearing with an increasing rate.
With experience dealing directly with the issue of lack of needed support for fighting the opioid crisis on a Federal level when serving as U.S. Senator representing the State of Sierra, a Governor Chaotic will push for effective and speedy reduction in numbers of those affected by the opioid crisis in the State of Sierra, whether by decriminalizing possession of small amounts of opiates and putting taxed revenue to treatment or implementing barriers to prescription fraud in the healthcare system.
Other classes of drug use, such as hallucinogens, which make up a significant portion of non-violent drug possession convictions, will also be taken under consideration for reclassification and rectification under our current criminal justice system. The simple fact of the matter is that the Sierran state government will spend more housing the least dangerous criminals while being forced to expel the most dangerous ones if its current 'war on drugs' continues.
As a gubernatorial candidate with a close relationship with the stark reality of Sierran mental health care and its inadequacy, specifically the abuse that mental health patients suffer as well as a lack of opportunity to seek real help, Speaker of the Assembly Brilliam J. Chaotic acknowledges the need for a complete review of the way the State of Sierra handles mental health among its citizens, and will seek to deliver a report to the Sierran Assembly urging legislative action on the subject of Sierran mental health care within the first thirty days of his term, if elected to be Governor of Sierra.
The Sierran state government will work with local and municipal governments to identify and replicate models of serving the part of the public at-risk for mental health illness that are successful, as well as to increase transparency and accountability within the Sierran Department of Public Affairs dealing with mental health care within our state.
Opening a dialogue between public and private healthcare providers to further the accomplishments of such an initiative would also do well to apply the often effective and efficient business models of the private sector to the public sector, incentivizing proper care for those who need it among our fellow Sierrans.
Under the U.S. Constitution, the right to keep and bear arms is an inalienable right beholden to all American citizens, and on the state level, it is the duty of the Sierran state government to uphold this aforementioned right.
By simultaneously emphasizing the importance of personal safety for those that own firearms while also encouraging the manifestation of that right is an important keystone in a Governor Chaotic's administration that aims to increase the consistently proven correlation between firearm ownership and community safety. Moreover, the Sierran state government will pursue the demilitarization of its police and will encourage local and municipal efforts to do the same if led by a Governor Brilliam J. Chaotic.
Entering unto an interstate agreement to recognize the firearms licenses of other states is crucial to this policy, as if another state has permitted a citizen to carry with the implicit understanding that they are considered to be on good terms, then there is absolutely no reason why said license should not apply within the borders of the State of Sierra either.
Reviewing and releasing those convicted of minor violations of firearms law in the State of Sierra must also be pursued as a recognition that the right to keep and bear arms is indeed inalieanable, for those wrongly convicted for merely participating in the freedom granted by the Second Amendment of the United States Constitution should not be punishable on a state level, and will not under a Governor Chaotic administration.
