Activities: A military program focused on the training of CDF troops, beginning in childhood, and strongly promoted as a way to give orphans direction and a future.
History: What started as an experimental program in 2290 - the brainchild of Dr Lemour Bennedon, a CHL behavioral scientist - New Wave has become a rather successful training program for CDF recruits made up of children from across the universe. Under the watchful eye of the military, it operates in a gray area of legal technicalities. Recruits never actually see combat until they complete their training and officially join the CDF at the age of 19. They're provided to the program willingly, and allowed to leave at will - although that fact isn't exactly heavily advertised to recruits.
Even less advertised, among the Coalition, is how young those recruits are taken and how that might...influence the level of consent involved. At the age of 6 they are adopted into the New Wave, largely from orphanages around the CHL's system, and begin their training.
The first two cohorts were funded by the Coalition Elite Corps on the condition of success. 30 children to each cohort were trained, with staggered start dates two years apart. The program, and Dr. Bennedon, were given ten years to prove their worth and whether they were deserving of future funding. Despite minor losses, though - a drop out here or there, some low level offenses - New Wave was successful. Raising the recruits from such a young age within the rigorous training program instilled in them an intense military focus and allowed New Wave to cultivate the kinds of soldiers they needed for specific jobs and endeavors.
The New Wave program was such a success, in fact, that the CDF wasted little time in using it as propaganda. New Wave was an opportunity for children who were seen as having no other prospects to build a life for themselves in service of the Coalition. Further, the soldiers it produced were capable of single minded dedication to their mission, each having well over a decade of training in their respective areas of expertise.
Upon graduation, all recruits leave New Wave as First Class Lieutenants in the CDF, and are deployed throughout Coalition space to supplement active troops.
