Geography/Biodiversity: Earth's moon itself is quite the desolate location, but the base is enviably well-appointed. There are gardens, decent housing, and although much of the tech is older, it's all more than serviceable.
History: When humanity decided to venture more permanently into the stars, Earth's moon, Luna, was the most obvious first step in that direction. The progressively more dire state of their home planet drove much of the initial efforts to colonize the moon, but by the time a base was established, other efforts were already being made to move beyond it. So Luna became, at the time, primarily a military station.
As the situation worsened back home, and the early stages of the Coalition formed out of the United Nations, more work was put into exploration. They needed more than just some stations and moon bases. They needed sustainable living, and the planets within the Sol system were no good for that. So the gates were built, and humanity flung itself across the stars...
And it seemed almost as if Luna, and the Earth it orbited, would be forgotten. This concern grew to a fever-pitch as the last of Earth's inhabitants finally left it, and the planet was deemed a protected conservation site. To assuage the fervor of an already anxious population, the CHL decided to keep and maintain that base on Luna - and name it the Coalition's capitol. Luna is where those deployed to patrol Earth are stationed, and provides a touchstone to humanity's home, even as far as they've wandered.
Since, several "satellite" capitols have been established throughout Coalition space, leaving Luna more capitol in name than anything. Still, it seems to soothe those who still like to feel close to the Earth.
