Government, in South Africa, operates in three spheres, that of the national, provincial, and local. Each sphere of government is responsible for specific functions as set out by the Constitution. The nine provincial governments are responsible for areas such as education, healthcare, and transport; whereas local government focuses on service delivery directly to communities, including water, electricity, sanitation, waste management, housing, and local economic development planning - depending on their type, size, and local context. The eight largest cities in South Africa are governed by metropolitan councils, whereas the remainder of the country falls into district municipalities, each containing a number of local municipalities. The Cape Winelands District Municipality is the second most populace area in the Western Cape Province, and its economy the most robust in the province after the City of Cape Town. The Cape Winelands District encompasses the local municipalities of Breede Valley, Drakenstein, the Langeberg, Stellenbosch, and Witzenberg. The region is famous for its quaint towns with beautiful mountains and valleys, spectacular scenery, wine and fruit estates, and carefully preserved countryside character, beloved by locals across the generations, and attracting national and international tourists in their number. 

Stellenbosch Local Municipality serves the towns of Stellenbosch, Pniel, and Franschhoek; and is further divided into 21 electoral wards, each represented by a ward councillor. Ward 7 encompasses the residential neighbourhoods of Aanhou Wen, Karindal, Mostertsdrift, Rozendal, Simonswyk, Uniepark, and Universiteitsoord stretching from mountain to river, with tree-lined streets and abundant birdlife.
