The Registry of Barangay Inhabitants (RBI) is an individual record form containing personal information about a barangay resident, including their name, address, place and date of birth, sex, civil status, citizenship, and occupation. It certifies that the information provided is accurate and true.
Section 394(d)(6) of the Local Government Code mandates that barangays maintain, update, and keep records of their inhabitants.
Maintaining and updating the list of inhabitants is essential due to evolving circumstances and the need for an efficient system to manage barangay records nationwide. This serves the following purposes:
Facilitating the easy identification of inhabitants;
Serving as a tool for barangay planning; and
Providing an updated reference for the number of inhabitants in a specific barangay.
To ensure that the right to privacy is observed in the process of maintaining and updating the records of all barangay inhabitants, the Punong Barangay shall adopt the following necessary measures:
a) The data recorded and stored shall be used solely for the purpose of establishing the identity of an individual.
b) Under no circumstances shall the collection or compilation of any other data that violates a person’s right to privacy be permitted or tolerated.
c) A stringent system of access control shall be instituted to protect the data.
d) Data collected and stored for this purpose shall be treated as strictly confidential, and access or disclosure shall only be permitted with the personal written authorization of the owner.
e) Any correction or revision to an inhabitant’s record shall be made only upon the submission of a written request from the owner.
