Banks Osborne joined the Department of Finance and Insurance at East Carolina University in 2025. He graduated from the PhD in Finance program at the University of Tennessee in May 2025. He earned his BA in Economics, BS in Mathematics, and MS in Mathematics from the University of North Carolina Wilmington. Prior to academia, Banks worked as a data scientist and consultant healthcare statistician. 

His research interests primarily revolve around municipal finance-related topics, and his current research agenda focuses on understanding how events that affect municipal bond issuers spill over to everyday citizens. He has published in the Journal of Small Business Management and hopes his research contributes to the ongoing policy debates.
