Since that time, all grantees must conduct at least two-part National Service Criminal History checks on participants and program employees in AmeriCorps, Foster Grandparents, Senior Companions, and any other programs funded by the CNCS under National Service laws. The National Service Knowledge Network is a repository of training and technical assistance information designed for Corporation for National and Community Service (CNCS) national service programs: Senior Corps and AmeriCorps. Criminal History Check Requirements for AmeriCorps State/National, Senior Companions, Foster Grandparents, the Retired and Senior Volunteer Program, and Other National Service Programs; Final Rule. For over 20 years, CNCS—through its programs: Senior Corps and AmeriCorps—has helped to engage millions of citizens in meeting community and national challenges through service and volunteer action.
AmeriCorps VISTA requires a comprehensive criminal history check be performed for members who have recurring access to vulnerable populations: children under 18 years of age, persons physically or mentally disabled, and adults over the age of 60. To conduct a nationwide criminal history check, AmeriCorps VISTA requires fingerprint submissions from prospective AmeriCorps VISTA members (applicants) who will be assigned to serve vulnerable populations to determine whether an individual has a record of any criminal convictions, and, if so, the nature and circumstances of the conviction(s). AmeriCorps State and National grants allow organizations to more effectively address community needs by using AmeriCorps resources to reach previously underserved communities and/or expand their activities beyond what they were able to do without AmeriCorps. AmeriCorps is an umbrella that consists of three distinct programs: AmeriCorps VISTA, the AmeriCorps National Civilian Community Corps program or NCCC, and AmeriCorps State and National.
If the criminal history check is not completed prior to the Pre-Service Orientation, the AmeriCorps VISTA candidate may be sworn into service but may have no contact with a vulnerable population without supervision until the history check is completed and the individual has been cleared. CNCS uses its own online grant application and project management process, eGrants, for AmeriCorps State and National, AmeriCorps VISTA and RSVP applications. AmeriCorps VISTA provides full-time AmeriCorps members to non-profits, faith-based and other community organizations, as well as public agencies, to create and expand programs that bring individuals and communities out of poverty.
AmeriCorps State and National, AmeriCorps VISTA, and Senior Corps grantees are strongly encouraged to participate in the three-part training series CNCS is hosting on Truescreen and accompanying implementation changes. Potential and current AmeriCorps VISTA members are expected to cooperate fully with criminal history checks. In addition to comprehensive interviews and personal reference checks, criminal history checks assist sponsors and AmeriCorps VISTA in determining the suitability of applicants.
AmeriCorps State and National grantees include non-profits, faith & secular community-based organizations, public agencies, Indian tribes, and institutions of higher education. AmeriCorps VISTA and its sponsoring organizations strive to maintain a safe and productive environment, assigning members who do not present a risk to their service partners, particularly vulnerable members of our communities. Non-profit organizations (secular and faith-based), local/state/federal governments, national/state parks, Indian tribes, and schools are eligible to request the assistance of AmeriCorps NCCC teams of 8-12 members in projects that typically last from 6 to 8 weeks, addressing critical needs in environmental stewardship and conservation, infrastructure improvement, energy conservation, urban and rural development and natural and other disasters. The AmeriCorps NCCC program is a full-time residential program for men and women, ages 18 - 24 who engage in short-term service projects across the country. AmeriCorps State and National is the largest of the three AmeriCorps programs.
This resource includes step-by-step instructions on how to get your fingerprints and send them to VISTA, FAQs with answers to questions about the fingerprinting requirement, and the Criminal History Questionnaire, the form used to disclose criminal history that was not included in your AmeriCorps application. Some sponsoring organizations may require AmeriCorps VISTA Leaders and members to pass a drug screening test before or upon arrival, or during service at the project site. Alcohol abuse and illegal drug use adversely affect health and performance on projects, create potentially dangerous situations, and serve to undermine the community's confidence in AmeriCorps VISTA.
