Each issue-specific chapter includes an investigation into the development of instruments, institutional mechanisms, projects and activities that are relevant to this issue area, within ASEAN and outside. The role of the instruments, mechanisms and action plans adopted and the activities undertaken in the context of ASEAN hierarchical approach to policy making is assessed. Finally, interlinkages between the instruments and mechanisms identified within and outside ASEAN are also examined.
