This projects builds on the 2021 Declaration by ASEAN Leaders on a Blue Economy established with ocean sustainability and a rules-based ocean governance at its core; a core which itself relies on the legal framework set out by the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and related bodies and instruments, for all activities in the oceans and seas. It seeks to: (i) provide tools for the implementation of this Declaration, (ii) develop the literacy of global and regional law and policy development on the protection of the marine environment that is applicable in ASEAN, (iii) enhance the visibility of the work of ASEAN institutions on the marine environment; and (iv) more generally develop the scholarly discussion on the legal status and role of ASEAN law and policy developments and their place in international legal discourses.

The Team
The Team
This collection of manuscripts is being co-authored by a team of six researchers from the Centre for International Law (CIL), National University of Singapore (NUS): Dr Youna Lyons, Dr Tara Davenport, Vanessa Lam, Dita Liliansa, Dr Liu Yulu and Dr Vu Hai Dang. However, different authors have been lead authors for different chapters as is reflected in the table of content.

CIL works in the Asia-Pacific region as a leading research institute for research on and teaching of international law, with an established reputation regionally and globally in regional law and policy. CIL Ocean Law and Policy Programme (CIL-OLP) has been actively engaged in global and regional ocean law and policy since its founding in 2009. The large array of expertise, background and nationalities of its team members provided the strengths necessary to examine and critically analyse the different subjects covered in this book, with a focus on ocean law and policy, governance and the working of international and regional intergovernmental institutions and specialised expertise in the conservation of the marine environment and area-based management tools, the law of the sea, shipping and International Maritime Organisation regulations, fishing and aquaculture, submarine cables, climate change mitigation and adaptation, offshore energy, marine scientific research as well as the interface of law and science. Furthermore, this book is not only a desktop study of regional laws and polices of related topics under the theme of marine environmental protection. It builds on discussions and consultation with ASEAN and ASEAN institutions and a long-term commitment to ASEAN of the authors and includes early career and senior researchers, in a inclusive and forward-looking approach to the development of ASEAN Law and Policy.
