The APEX Gavel Club is a youth leadership and public speaking program affiliated with Toastmasters International, specially designed for young people aged 12–17. Sponsored by the Miracle Chinese English Bilingual Toastmasters Club, our mission is to inspire and equip youth with the skills they need to succeed—in school, in their future careers, and in life.

Through bilingual mentoring, structured meetings, and positive evaluation, APEX transforms nervous voices into natural leaders.
Each Gavel Club follows Toastmasters’ proven structure—preparing speeches, evaluations, impromptu speaking, and leadership roles—to create growth through participation, not competition.
➡️ Ethan, 16, started as a shy student. After becoming “Grammarian,” he began correcting peers’ English fluently—now he mentors others in both English and Mandarin, proving that bilingualism is leadership in action.
Gavel clubs are a way of providing the Toastmasters experience to groups who may be ineligible for regular membership due to age, or other circumstances. Following similar Toastmasters club meeting protocols, Gavel clubs use club officer titles and education manuals. However, gavel club members are referred to as “gaveliers”. Gavel clubs also provide Toastmasters members and clubs with an excellent opportunity for community service.
To form a Gavel club, a group must meet one of the following requirements:
Must not be eligible to charter as a regular Toastmasters club
Must include members who are under 18
To start a Gavel club, all groups must adhere to the following:
Must have the approval or endorsement of its host institution
Must use the program, procedures, materials and services of Toastmasters International
Must apply to Toastmasters International for a Certificate of Affiliation

*Note: Gavel clubs have limited access to the leadership track awards and materials, cannot participate in Toastmasters Area and District speech contests, and do not enjoy many privileges and benefits that come with full membership in Toastmasters. If you are a counselor for a youth Gavel Club, ensure that you understand and adhere to all local laws and regulations related to volunteers working with minors.
