ADB collaborates with several agencies that oversee Spain’s development assistance. The country’s Ministry of Finance and Civil Service prepares the development budget bill and channels it to European Union institutions. The Ministry of Foreign Affairs, European Union, and Cooperation sets the strategic orientation of Spanish development policy. The Spanish Agency for International Development Cooperation implements bilateral humanitarian aid and provides funding to civil society organizations. The Ministry of Economic Affairs and Digital Transformation (MINECO) represents Spain in international financial institutions and multilateral banks.

Spanish Cooperation Fund for Technical Assistance – TAGF-SPA
The fund, established in 2000 in cooperation with Spain, is a single-donor trust fund designed to finance project preparation technical assistance operations and transaction advisory services. Eligible ADB developing member countries from Central and West Asia, South Asia, and Southeast Asia may tap the trust fund to fund activities in any of these sectors: transport, agriculture, energy, water and other urban infrastructure services, and sustainable and smart cities. As of 31 December 2023, Spain contributed $19.3 million to finance 30 projects.
Cities Development Initiative for Asia Trust Fund – CDIA
Cities Development Initiative for Asia (CDIA) is a multi-donor trust fund managed by ADB. It works closely with secondary cities in Asia and the Pacific to prepare bankable and sustainable infrastructure investment that emphasizes poverty reduction, environmental improvement, climate change mitigation and/or adaptation, and good governance. CDIA provides a range of international and domestic expertise that can support project preparation studies (PPS) such as but not limited to: pre-feasibility studies, feasibility studies, due diligence reports, project preparation technical assistance, etc. See LinkedIn page
Clean Energy Fund – CEF
The Clean Energy Fund is a multi-partner trust fund established in April 2007 under the Clean Energy Financing Partnership Facility. The objective of the facility is to improve energy security in developing member countries and decrease the rate of climate change through increased use of clean energy. See Fund establishment
Water Innovation Trust Fund - WITF
The Multidonor Trust Fund under the Water Financing Partnership Facility was established in December 2006. The facility finances activities designed to result in significantly more people with access to safe drinking water and improved sanitation, higher productivity and efficiency of irrigation and drainage services, more people with reduced risk of flooding and other water-related disaster risks; sustainable management of water resources; increased knowledge and capacity; and improved sector governance.
Sovereign Cofinancing
In 2022, Spain committed a replenishment of €5 million (around $4.9 million) for the Spanish Cooperation Fund for Technical Assistance. Spain also committed €5 million (around $4.9 million) to the Cities Development Initiative for Asia Trust Fund, the country’s first commitment for this multi-donor trust fund. The fund supports infrastructure projects that emphasize poverty reduction, environmental improvement, climate change mitigation and/or adaptation, and good governance.
Nonsovereign Cofinancing
The Trade and Supply Chain Finance Program (TSCFP) supported over 5,520 transactions valued at $2.1 billion with banks domiciled in Spain from inception to December 2022. During the same period, the TSCFP supported over 290 Spanish exports and/or imports valued at $94.5 million.
Special funds
Since becoming a member in 1986, Spain has committed a total of $518.7 million to special funds, of which $492.6 million went to the Asian Development Fund (ADF). The ADF provides grants to ADB’s low-income developing member countries to promote poverty reduction and improvements in the quality of life.
