From 2002 to 2011, Boxin Tang was the Associate Editor of Statistica Sinica. In mid-December 2007, the paper by F. Pang, M.Q. Liu and D.K.J. Lin was submitted to Statistica Sinica [Vol.19 (2009), 1721-1728] (Pang (2009)). Just one month later, on January 30, 2008, C.D. Lin, R. Mukerjee and B. Tang submitted Lin(2009) to Biometrika. The writing of the article took about one month. There were many results related to Pang (2009) in the paper.
(i). On the basis of Pang (2009), the applicable range of the results of Steinberg (2006) is extended from the level be prime to the level be any positive integer;
(ii).Lin(2009)claim (in section 3):"The OLH(81,50) accommodates ten more columns than the OLH(81,40) recently reported in an unpublished paper by F.Pang, M.Q.Liu, and D.K.J.Lin." Lin used the results of the December 2007 submission of Pang in January 2008. This statement directly tells us that after Tang got the manuscript, he immediately gave it to his doctoral student C.D.Lin. She then rewrote Pang (2009) and expanded them into her own main results. If Liu and Tang didn't know each other, there would be no such statement, that is as stealing my manuscript as.
Lin (2009) and Pang (2009) were approved simultaneously in May 2008. M.Q.Liu (& Pang) and Tang (& Lin) are suspected of mutual censorship and mutual approval of behind-the-scenes deals.
Lin (2009) is suspected of stealing my manuscript in at least six places, described in another post.
After reading the third section, we know that the coupling method to construct OLHD and NOLH is the subject of Lin (2009). The definition of coupling, algorithm naming and examples, and references are not found throughout. I read it many times to realize that the method described in step 1 seems that is coupling. Since it is the author's creation, why not give the definition and the name of the matrix operation generously? I have to frankly suspect that the coupled operation is defined and named by someone else.
