1. I am happy to announce that we can return to in-person training starting this week!
2. Public Health Measures:
a. Non-Medical Masks (NMM). NMM must always be worn during in-person activities. NMM should be at least two layers and should not have a valve of any sort. NMM are not required if training is outdoors, and personnel can maintain a minimum 2m separation. Cadets and staff will be provided an NMM; however, they are welcome to provide their own if it covers their nose, mouth, and does not gap on the sides of the cheek;
b. Vaccination Requirement. The cadet program does not require participants to be vaccinated. However, as we parade in the Legion, we are required to follow the same provincial health orders that the Legion must follow. Therefore, all participants of cadet activities being held at the Legion will be required to provide verification of being fully vaccinated against COVID-19. Activities held at alternate facilities may have different vaccination requirements; these will be published in advance of any activity.
c. As PHMs change we will announce updates to our COVID-19 protocols.

4. Request for Virtual Training: If a cadet is unable to attend a parade night in person for any reason, please advise the squadron a head of time and we will ensure training is available virtually.

Good day Cadets, Parents and Staff,
1. I wanted to provide an update on in-person training starting this week. As I mentioned, we must be prepared to move to our plan B or Plan C at any time where Plan B was a mix of in-person and virtual and plan C is all virtual.
2. The cadet program is taking a cautious approach to returning to in-person as to not be a vector for transmission of COVID-19. A new system has been implemented using a scaled approach to in-person activities. Each week we will be advised by our chain of command how we are to approach in-person training based on the current situation in the Interlake Health Region. At this time, we have been directed to move to a maximum occupancy of 65% of our cadet and staff population. As a result of this direction, we will be moving to Plan B as of 14 Oct 2021. Details are as follows:
a. Level ones will remain in person each week.
b. Levels 2-4 will rotate to a mix of in-person and virtual training. The schedule for October and November is as follows:
14 Oct In-Person Level 1, 2; Virtual Level 3, 4
21 Oct In-Person Level 1, 3; Virtual Level 2, 4
28 Oct In-Person Level 1, 4; Virtual Level 2, 3
4 Nov In-Person Level 1, 2; Virtual Level 3, 4
11 Nov No Cadets
18 Nov In-Person Level 1, 3; Virtual Level 2, 4

a. Staff Cadets (Level 5) will be divided between virtual and in-person and will be contacted directly by the Trg O to arrange the instructor’s schedule.
b. Staff will be divided between virtual and in-person and will be contacted by the DCO to arrange the supervision schedule.
c. Cadets with no or limited connectivity or not having a means of accessing Virtual Training may be permitted to attend in person. This will be approved on a case-by-case basis. Please contact the staff at 301air@cadets.gc.ca and let us know if you have limited connectivity or no means of accessing virtual training.
d. As a reminder, the Legion is required to check that all people using their facility are fully vaccinated against COVID-19. If a cadet cannot attend for this reason, we will do our best to accommodate them with virtual training.
e. Parents and guardians are asked not to enter the building if possible. A staff member or senior cadet will be at the door and can assist parents/guardians as needed.
2. Virtual Training will occur on Microsoft Teams and not Google Meet. Cadets do not require a MS Teams account to access virtual training. For virtual nights, cadets are invited to attend opening parade on the Virtual Parade Square at 630pm. Participation in this portion I optional and is meant to provide those attending virtually a chance to observe this portion of the night. Cadets are to join their level classroom (link below) by 7pm. All three classes will be taught in the same virtual classroom. Once classes are complete, cadets will move to the Virtual Parade Square for dismissal and announcements with the link below.

1. We have received authorization to resume in-person training starting on Thursday, 7 October 2021. Please note that this authorization can change at any time based on the current public health measures. It is important that both cadets and their parent/guardian read this information. COVID-19 VACCINATION REQUIREMENT
2. The Canadian Cadet Organizations has not provided a mandate that participants in the cadet program need to be vaccinated for COVID-19. However, access to Stonewall Legion is restricted under Manitoba Health Public Health Measures to those that are fully vaccinated for COVID-19. As a result, any cadet, parent, or staff member entering the Stonewall Legion during cadet activities must be able to provide proof of vaccination in accordance with the Manitoba Public Health Orders. The staff will do our best to accommodate any cadet that cannot access cadet in-person activities for any reason. Concerns or requests for accommodation should be directed to the Commanding Officer, Captain Christopher Babcock at Christopher.babcock@cadets.gc.ca.
PLAN
3. We will be enacting plan A below, but are prepared to move to plan B or C if required under public health measures:
a. Plan A: In-Person training: Cadets to resume in-person training, following social distancing and public health measures; and
b. Plan B: Virtual Training with Some In-Person Training:
(1) Cadets will attend virtual training two out of four weeks in a month;
(2) Each level will be assigned a week to attend in-person at the Legion while the other levels will attend online;
(3) Adult staff and senior cadets will be able to attend the Legion to conduct instruction of virtual training;
(4) Cadets with no, limited connectivity or not having a means of accessing Virtual Training may be permitted to attend in-person all four weeks. This will be approved on case-by-case basis.
c. Plan C: All virtual based training.
IN-PERSON PROTOCOLS
4. The following will apply:
a. All cadets must have completed their Annual Validation and submitted a Detailed Health Questionnaire (as required). All cadets should have received the annual validation and DHQ (as applicable) when they attended on an admin night in Sept. If a cadet did not attend one of these nights, we will complete the required forms on the first night they return;
b. The legion hall will be locked, but we will have someone at the door each night. If no one is at the door, call or text the sqn phone at 204-515-7418 and we will meet you at the door;
c. Parents/Guardians are to read the attached letter regarding Medical Information. While it was written for last training year, the contents apply to this year as well;
d. Prior to departing home for any cadet in-person activities, all adult personnel and cadets will complete the COVID-19 Self-Assessment Tool located at https://sharedhealthmb.ca/covid19/screening-tool/.;
e. Anyone with symptoms of the regular influenza, or generally feeling unwell are not to report for duty to any in-person activities;
f. All cadets and adult staff must notify the Commanding Officer if they have undergone a COVID-19 test and the subsequent result. Cadets and staff should also notify the CO if they have been directed to self-isolate. Any personnel directed to self-isolate are not to attend any in-person activities for the duration of the isolation period;
g. Legion representatives will be on hand each cadet activity to verify vaccination status of all persons entering the Legion;
h. Cadets and adult staff must complete a verbal COVID assessment screening upon arrival at in-person activities and sign the attendance register;

j. If a cadet or adult staff member reports that they cannot wear a NMM due to health restrictions, their participation is to be limited to virtual activities only and the Region Medical Liaison Officer must be advised through the chain of command;
k. We have established cleaning protocols including using sanitization wipes and a sanitization fogger. Hand sanitizer will be readily available each night. All personnel will be asked to wipe down personal electronics and items upon entry. Cleaning wipes or the sanitization spray will be made available for use;
l. Parents/Family/Guardians are asked not to enter the Legion. If they do enter the Legion, they will be required to provide proof of vaccination, answer COVID screening questions and sign the attendance register. If you need to speak with a staff member, please call or email ahead and we will gladly meet with you in the parking lot or designated area within the entrance of the legion. We will be posting announcements to the Facebook Group and on our website.
m. The action that will be taken should a participant, during the activity, become unwell, specifically display/complain of any symptoms related to COVID-19, to include:
(1) separating the unwell participant from all other participants,
(2) moving all other participants to an alternate location,
(3) contacting the parent(s)/guardian(s) in the case of a cadet,
(4) informing the participant and/or parent(s)/guardian(s) that they must be seen by a clinician before returning to any cadet activity,
(5) sending the participant home, as expediently as possible,
(6) sanitizing all equipment, materials, etc. that came in contact with the unwell participant,
(7) notifying the Chain of Command (CoC),
(8) notifying other participants, parent(s)/guardian(s).
DRESS
2. Cadets:
a. Field Training Uniform (if fully issued);
b. Summer Dress (dress shirt, blue trousers, wedge, boots) (if it fits); or
c. If the issued uniform does not fit or you have not been issued a uniform yet, then appropriate civilian clothing is requested (no rips, stains, etc). Cadets that have a 301 blue t-shirt are encouraged to wear it;

5. The canteen will not be open to sell snacks on parade nights until further notice. Personnel are asked to refrain from bringing snacks and drinks when possible.
6. Cadets must understand that training could switch to virtual with very limited warning. Due to scheduling conflicts with the facility, there will be parade nights throughout the year that will be held virtually.
