LABOR LAWS AFFECTING MINORS WORK PERMITS – All minors under 18 years (including minors employed by parents) must have Work Permits. Minors must meet mandatory school attendance laws to obtain Work Permits. Work Permits are required all year, not just when school is in session. Work Permits must be kept on file at the minor’s work site. Work Permits state the maximum hours minors may work. Work Permits must be renewed as determined by school, at the start of each new school year, or when students obtain new jobs.
Public schools have legal right to restrict or reduce type of employment and/or hours of work if schoolwork or health of the minor is being impaired by employment.
WORK PERMITS ARE NOT REQUIRED FOR MINORS ENGAGED IN FOLLOWING TYPES OF EMPLOYMENT:
Occasional odd jobs at a private home.
Sale or delivery of newspapers, if self-employed.
Self-employment.
Agricultural or domestic work on property owned, operated, or controlled by the minors’ parents.

Some notes to students and parents about Work Permits:
The state of California requires Work Permits for student workers under the age of eighteen (18). A Work Permit is the contract that all parties sign agreeing to observe the Labor Laws, as well as the employer’s certification that the student is covered by Worker’s Compensation Insurance. It is for the protection of your child, but your child really needs more.
You need to be your son or daughter’s advocate. I suggest that you:
Check out the work site for safe working conditions.
Introduce yourself to the owner/manager and let them know that you are aware of the Labor Laws as they apply to minors.
Communicate often with your son or daughter about the job and the working conditions; take note of troublesome conditions.
3. If your son or daughter does run into a problem at work, feel free to ask for advice on how to handle it.
4. Foothill Technology High School, at the request of the District Attorney’s office, can cancel a Work Permit if the student fails to meet Ventura Unified School district’s expected 90% attendance requirement. Students must also maintain a 2.0 grade point average and have no F’s in core subjects.
5. Foothill Technology/Ventura Unified School district is the provider of the permit, but it is not responsible if the business owner does not comply with the Labor Laws and your son or daughter’s rights or safety are jeopardized.
We feel that students learn valuable life skills when they venture into the world of work, but we also know working too many hours jeopardizes their education, their health, and their relationships with friends and family. We suggest no more than a twenty-hour work week.
If you have questions about permits or working conditions, please do not hesitate to call or email me.
Sincerely,
Dianne Fergus
