Improved investment decision making, improved return on investments and resource allocation, improved system performance, increased accountability and transparency, and demonstrated links between funding and performance are some of the benefits UDOT seeks to achieve through a performance-based approach to planning and programming. UDOT’s LRP considers UDOT’s strategic goals and Utah's Quality of Life Framework, in addition to federal performance measures during plan development, to design a plan for meeting local objectives.
The goals of this LRP grew out of a statewide initiative referred to as Utah’s Transportation Vision, or UVision. A stakeholder committee made up of governmental agencies, transportation partners, MPOs, and related stakeholders was convened by the Governor at the request of UDOT’s Executive Director. Together, they crafted a statewide transportation vision as a Pathway to Quality of Life. This vision led to the development of a Quality of Life Framework with four outcomes: good health, better mobility, strong economy, and connected communities, which are the goals for this LRP. By using the Quality of Life Framework as the goals for this LRP, UDOT is connecting UVision to both UDOT’s strategic direction and federal performance measures, through clear objectives and performance measures.

The UDOT strategic direction goals and performance measures are found at this website. These are the statewide goals and performance measures established by UDOT to review and share how the state transportation system is performing relative to established targets.
The federal performance measures and targets are found at this website. The federal transportation bills that authorize federal transportation spending identify required performance measures. UDOT works with MPOs to identify the statewide targets shown for each of the federal performance measures. Utah's current performance relative to these targets is also displayed at the website linked above.
