The Research/Creative Work Presentation in International Conferences Grant (Travel Grant) is a financial assistance program of the University of the Philippines (UP) designed to support qualified UP faculty members, REPS, administrative staff, and graduate students who have been invited to present their research or creative works in international conferences or colloquia.
The Program aims to facilitate the active participation of UP constituents in global academic discourse, strengthen research dissemination, foster international collaboration, and enhance the University’s global visibility.
Program Objectives
Support research and creative dissemination by enabling UP faculty, REPS, staff, and graduate students to present their research or creative works in international conferences and colloquia.
Promote UP’s global visibility by ensuring representation of UP scholars and professionals in international academic and professional communities.
Foster international collaboration by encouraging linkages and knowledge exchange with partner institutions and networks abroad.
Ensure equitable access by providing financial assistance across constituent universities, prioritizing first-time grantees, and maintaining fair representation by discipline and region.
Eligibility Criteria
To qualify for the Travel Grant, the applicant must be a current member of the University of the Philippines under any of the following categories:
1. Enrolled graduate or doctoral student;
2. Regular faculty member;
3. Research, Extension, and Professional Staff (REPS); or
4. Permanent administrative staff
Additional Eligibility Requirements
1. The applicant must have been formally invited to present a research or creative work at an international conference or colloquium, or event organized by a recognized professional society. For this purpose, a recognized professional society is defined as “an association or other organization of persons engaged in the same profession, occupation, or a specialty within a profession or occupation, a primary purpose of which is to maintain the professional standards of the persons engaged in its profession, occupation, or specialty practice.”
2. For research or academic presentations, the applicant must be at least a co-author of the accepted paper.
a. In cases where an accepted paper has multiple UP co-authors and to ensure that no duplication of funding occurs, only one UP co-author may receive Travel Grant funding for the same paper. The funded co-author must be formally designated by the other co-authors through a written and signed declaration, which must be duly endorsed by the UP-Constituent University (CU) Chancellor or their authorized representative.
Corollary, the designated co-author must be the individual listed as the presenting author in the official conference program or acceptance notice.
b. Only one Travel Grant shall be awarded per accepted paper per conference. Accordingly, any subsequent application for the same paper and conference shall be disqualified once a co-author has been granted funding. Applications for other distinct papers with independent acceptance shall remain eligible.

GRANT CONDITIONS
The grantee must sign the compliance to liquidate clause included in the application form of the Travel Grant program based on COA regulations (COA Circular No. 2012-001, prescribing the Revised Guidelines and Documentary Requirements for Common Government Transactions)
Graduate student grantees must be enrolled during the time of application and the time of the conference. In the midterm, graduate student applicants may submit a certification from the department or college in lieu of Form 5, stating that they are in the graduate program and will still be enrolling in the coming term. For Faculty, REPS, and Administrative Staff, a valid appointment or Certificate of Employment from the HRDO may be submitted.
The Grantee is responsible for processing necessary travel documents such as travel authority, visa, foreign exchange permit, and others. They are also responsible for their travel arrangements.
Number of representatives per conference or event nominated by the CU will be based on the discretion of the Chancellor
The financial assistance shall be provided and released directly to the Grantee. However, if the Grantee cannot personally receive the financial assistance, a representative may collect bearing a duly signed authorization letter with a photocopy of the Grantee's valid government-issued ID and a photocopy of the representative's valid government-issued ID. UP shall be free of any liabilities or damages in connection with the release of financial assistance to the Grantee or Grantee's representative
The grantee must attend the pre-departure orientation and the post-travel grant liquidation session.
Unexpended funds must be returned to the UP System Cash Office. Information on how to return the unexpended funds will be provided after the review of the liquidation report.
Grantees who fail to submit required liquidation douments will be tagged by the UP CU Office of University Registrar, and the Office of International Linkages as a grantee with accountabilities. Grantees with accountabilities cannot re-apply to the grant, and students with accountabilities will not be cleared by the OUR.
Successful grantees can re-apply after a year if they are cleared with the previously received grant and have no pending liquidation reports for submission from any of the other OIL or OVPAA Programs.
APPLICATION PROCESS
Applications for in-person presentations must be submitted according to the schedule shown below:
January-March Conferences : last working day of October of the previous year
April-June Conferences: last working day of January
July-September Conferences: last working day of April
October-December Conferences: last working day of July
Submit your complete application and supporting documents to your UP Campus International Linkages Office (OIL) Director/Coordinator for review and endorsement.
Once approved, your UP Campus OIL will upload your endorsed application to UP OIL System through DRS (Document Routing System).
The application will undergo a screening process.
Application results will be sent to the applicants via email.
