Effective Communication for LTO Officers at the Workplace
The module is designed to enhance oral communication skills by providing fundamental messaging techniques and communication strategies focusing on strategic communication and effective implementation of road safety policies. The topics shall cover understanding the Interactive Communication Process, the role of Perception, Communication Competence in Verbal, Nonverbal and Vocal Cues, Message Strategies, Listening, Speech Anxiety, and Ethics in Interpersonal Communication.
At the end of the module, participants will be able to:
Explain the models of the communication process in interpersonal communication transactions
Demonstrate effective communication skills in the following specific areas:
communicating road safety messages in businesslike manner using verbal, visual and vocal cues
speech anxiety- ability to manage speech anxiety and build confidence in interpersonal communication transactions
listening- ability to listen and communicate effectively
apply and demonstrate effective communication skills in the context of the workplace
The training-workshop will be conducted face-to-face and will adopt interactive and workshop-based approach, with lectures, group activities and practical exercises. Usual workplace scenarios shall be used for the workshops and simulations.
Pre and Post diagnostic assessments will be conducted to measure the participants’ knowledge and learnings after the training-workshop.
Participants will demonstrate clear and effective communication skills to explain LTO policies through the presentations, feedback and critiquing. They are expected to be able to relate well with LTO clients in various communication situations with confidence, analytical skills and effectiveness.

(A Course on Technical Writing)
The module introduces concepts of basic yet effective incident report writing for purposes of enhancing the writing competencies of the target practitioners.
Topics include:
technical report writing defined and contextualized
characteristics of effective technical writing
mechanics and conventions governing report writing
Application activities include:
actual writing practice
genre analysis of authentic output
At the end of the module, participants will be able to:
distinguish characteristics, mechanics, and conventions that make their report effective;
apply underlying and session-acquired knowledge of diction, grammar,* and register/tone appropriately in report writing;
apply writing concepts towards writing and critiquing an incident report
*Because of time constraints a comprehensive review of diction and grammar cannot be incorporated within a day’s schedule and demonstration in writing will instead be assumed to be based on underlying competencies; any diction or grammar issue will be addressed as part of the critique.

Alternative Dispute Resolution Spectrum
and the Process of Conflict Resolution
The module aims to introduce to the participants the various modes of dispute or conflict resolution mechanisms available. It will focus on conciliation and mediation, and the process on how to effectively use these mechanisms in achieving dispute or conflict resolution.
The module will particularly endeavor to close some of the significant gaps between the policies of the Land Transportation Office and effective policy implementation by addressing the challenges in resolving conflicts on the road encountered by the employees.
At the end of the module, participants will be able to:
1. Demonstrate their skills in conciliation and mediation.
2. Apply appropriate techniques towards achieving conflict or dispute resolution.
3. Demonstrate their ability in resolving conflicts on the road.
The module will adopt an interactive and workshop-based approach, combining lectures, practical exercises and group activities. Problems usually encountered by LTO employees from day to day will have to be considered. Thus, the issues encountered or real-life scenarios provided by the LTO will be used in the conflict resolution workshop/simulation exercises.
The participants will be able to use conflict or dispute resolution skills, specifically skills in conciliation and mediation, through simulations, allowing them to be equipped in handling real road conflicts towards effective enforcement.
